An opportunity has arisen for two enthusiastic and motivated individuals to join the Capital Finance team as Assistant Capital Accountants at Sheffield Teaching Hospitals NHS Foundation Trust.

The individuals will contribute to the provision of financial advice and planning support across the Trust's £40m+ pa capital programme, whilst delivering management accounting support to the Directorates of Estates & Informatics.

The successful candidates will be appropriately qualified and committed individuals, with sufficient recent and relevant financial experience. Spreadsheet skills and experience of electronic financial ledgers, budgeting and reporting systems are fundamental to the role. The ability to balance and prioritise competing work deadlines will be critical.

The posts require good technical competence combined with the ability to communicate effectively. Main duties of the job

JOB PURPOSE
  • To support the Capital Accountant in preparing and reconciling financial management information on the Trust's capital programme to allow timely and accurate monitoring of expenditure, income and cash flow. To develop and lead the process of ensuring the correct split of expenditure between capital and revenue is applied.
  • To prepare information regarding capital purchases and disposals and support the processes underpinning the operation and maintenance of the Trust's Asset Register. To support the annual asset verification reviews of the Trust Asset Register, in conjunction with other directorate to ensure its accuracy.
  • To produce and reconcile information from the Asset Register to assist in the production of financial returns and accounting statements.

Capital Programme Development and Delivery:
  • Provide regular and ad-hoc financial analyses of Capital Programme scheme expenditure incurred by the Trust to support the preparation and monitoring of the Capital Programme.
  • Undertake ad-hoc project work/investigation work into specific Capital schemes, as requested by the Capital Accountant and/or Senior Assistant Capital Accountant.
  • Assist the Senior Assistant Capital Accountant in ensuring all capital income recovery is made in a timely manner, ensuring expenditure on donated schemes is appropriately analysed and recorded.

Capital Business Case Development and Investment Value for Money Appraisal:
  • Contribute to the development of selected business cases as delegated by the Capital Accountant or Deputy Capital Accountant. In particular, provide financial analysis and appraisal of options available.
  • As delegated by the Capital Accountant or Deputy Capital Accountant, and working with relevant Service Managers and Procurement leads, undertake pricing schedule preparation and baseline affordability work for approved tender exercises on proposed capital investments.

Capital Charges Management:
  • Support the Senior Assistant Capital Accountant in the production of the annual Capital Charge estimates by collecting and collating the detailed information necessary for required schemes.

Capital Accounting, Reporting and Financial Systems:
  • Develop and maintain a detailed knowledge of the guidance in (and referred to within) the Department of Health and Social Care Group Accounting Manual to ensure that the correct split of expenditure between capital and revenue is applied to Trust expenditure. Apply the guidance by undertaking a monthly review of potential areas for misclassification, identifying any items for correction to the Senior Assistant Capital Accountant.
  • Support the senior Capital Finance team in providing detailed financial working papers/the information necessary for production of the Annual Financial Statements, as required by the DHSC Group Accounting Manual.
  • Proactively support the annual process of asset verification across the Trust, in conjunction with the Senior Assistant Capital Accountant, ensuring the results of the Asset Verification exercise are accurately incorporated into the Asset Register update.

Financial Management Duties:
  • Responsible for the production of timely and accurate high quality Cost Centre Finance Reports and supporting documentation for Budget Managers and Budget Holders.
  • Take a proactive role in liaising with Budget Managers and finance colleagues including the Senior Finance staff in the team, to ensure that information contained in budget reports and supporting schedules e.g. variance analysis, staff in post lists, income and expenditure analysis, is both complete and accurate. Providing interpretation and more detailed analysis as required.
  • Work to the strict Finance Reporting timetable for monthly and annual financial reports to ensure all budget, income and expenditure is recognised in the applicable reporting month or Financial year.

Other Duties and Responsibilities:
  • To be responsible for keeping the skills and knowledge required for the post up to date, which will ensure that all advice given and decisions made are based on the best and most recent information available.
  • To maintain close contact with other finance colleagues within the Trust to ensure an efficient and effective delivery of service, consistent with departmental wide working policies and practices.
  • Provide information for requests under the Freedom of Information Act, following appropriate procedures

Qualifications
Essential criteria
  • 5 GCSE including Maths and English at Grade C or above and 2 A Levels and AAT qualified or equivalent demonstrable qualification


Desirable criteria
  • Honours Degree
  • European Computer Driving Licence or similar


Experience
Essential criteria
  • Sufficient recent and relevant experience, including Capital Accounting experience
  • Demonstrably good IT skills including Excel Advanced level as regular user.


Desirable criteria
  • Experience of working in NHS Finance in an Acute Hospital
  • Access Database skills
  • Experience of Integrated ledger systems
