General Statement of Job

This position is responsible for improving business processes and supporting critical business strategies by managing the development, implementation, and maintenance of business application systems. Assists in the preparation of monthly, quarterly and annual financial statements and reports; monthly reconciliations, and the record keeping, maintenance and reporting of fixed assets and debt. Leads multiple projects and coordinates with senior management, software developers and end users to ensure specific workflow needs are met. The Chief Accountant - Systems reports to the Assistant Finance Director.

Specific Duties and Responsibilities

Essential Functions:

Studies and documents business practices/processes and makes improvements.

Assists in the preparation of the Comprehensive Annual Financial Report.

Assists in cash receipting, accounts receivable, accounts payable, payroll, general ledger accounting, and fixed assets processes and projects as needed.

Performs system testing, data conversion, implementation of new and existing financial systems ensuring clear and concise documentation of all processes.

Acts as a resource on issues regarding modification and maintenance of financial systems.

Identifies issues and inefficiencies with the current system functions and develops recommendations for improving those issues/inefficiencies.

Provides training to system users throughout the organization and acts as a resource to those users.

Interacts with external vendors and consultants on current system issues, enhancements and upgrades of current and potential financial systems.

Designs, prepares and supports the production of various financial reports.

Develops and implements the automation of financial processes and other miscellaneous projects on an as needed basis.

Provides assistance, support and direction to Finance Department staff regarding financial system processes.

Performs other duties as assigned.

Minimum Education and Training

Requires a Bachelor's degree in a related field supplemented by five (5) years of related experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess and maintain a valid state of Florida driver's license.

Skill Requirements:

Has thorough knowledge of the methods, procedures and policies of the City as they pertain to the performance of duties of the Chief Accountant - Systems. Must be able to repair, develop, or install complex software or management information systems. Establishes policies for using, acquiring, and/or maintaining technology systems. Creates plans for and guides implementation of new technology systems.

Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret complex materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has comprehensive knowledge of the terminology used within the department.

Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. Has thorough knowledge of proper English usage, vocabulary, spelling and basic mathematics. Has thorough knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for data and word processing. Knows how to react calmly and quickly in emergency situations.

Physical Requirements:

Must be physically able to operate a variety of machines and equipment including computers, copiers, telephone, calculator, etc. Must be able to lift up to 20 pounds occasionally or push, pull or otherwise move objects Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time.
