Interim Finance Business Partner required for East Sussex local authority for at least 6 months

ACA/ACCA/CIMA Qualified Accountant required

Client Details

This is an exciting time for East Sussex local authority as they develop its Finance Improvement Plan and look to move to a new structure with a focus on finance business partnering.

They are seeking an enthusiastic Senior Finance Officer to join a small but friendly Finance team for a period of 6 months. As a qualified accountant, you will be a strong team player and "get things done" through your planning, technical and interpersonal skills.

Under the supervision of the Finance Manager, the key responsibilities are: to set the overall medium term financial plan, undertake monthly monitoring, produce grant returns, review and update financial procedures and to draft decision reports.

Description


  • Support the Finance Manager to develop, review and monitor the Authority's Medium Term Finance Plan and annual Revenue and Capital budgets.
  • Support budget holders in preparing their budget plans and in year revenue and capital budget monitoring.
  • Provide robust and timely financial and performance information and advice to the Senior Leadership Team and budget holders.
  • Support budget holders and project managers to develop proposals and business cases ensuring that financial implications (costs and benefits) are clearly identified and properly assessed
  • Maintain a full understanding of the service's financial management and control framework (including tax compliance and other statutory requirements) and ensure that these are properly understood and being applied appropriately across the service
  • Lead and develop the financial administration team ensuring that it is efficient, effective and meets the changing needs of the service.
  • Complete statutory and other returns as necessary
  • Work with the Finance Manager, budget holders and Business Services Department to ensure the timely and compliant closure of the Authority's accounts and preparation of the Annual Statement of Accounts.
  • Develop a positive performance culture in relation to financial management and achieving business targets, challenging line managers to deal with issues constructively and robustly.
  • Liaise with the Authority's internal and external auditors as necessary.
  • Provide strong visible leadership across the role, ensuring that staff receive appropriate professional supervision and development.
  • Manage budgets and other resources within agreed parameters, ensuring compliance with relevant legislation, statutory duties and the Authority's own policies.
  • Represent the Finance Manager in internal and external meetings as required

    ACA/ACCA/CIMA Qualified Accountant

    Previous Finance Business Partnering experience

    Excellent written and oral communication skills

    Able to interpret and communicate financial issues to non-experts

    Significant experience of supporting budget holders in all aspects of financial / budget management

    Experience of preparing and monitoring capital and revenue budgets, and preparing financial accounts
