The starting salary for this role is £27,948 - £31,609 per annum and is based on a 22 hour working week, over 3 days (slightly fewer hours will be considered if desired). The position is based at Woodhatch, Reigate, RH2 8EF. Flexible working is supported and encouraged, with a laptop supplied.

The council is responsible for Adult Social Care which provides support for older people and adults with physical disabilities, mental health support needs and learning disabilities, with a budget of £377 million. The Adult Social Care Finance Business Partner will prepare and present budget monitoring information to ASC management, and provide key insight, advice and support to the service. There will also be the opportunity to get involved in project related work to support the development of the ASC service, for example supporting implementation of new strategies, transformation programmes and commissioning activities.

The successful applicant will:
- Perform the operational financial management cycle for elements of Adult Social Care, including budgeting, closing, management reporting and monitoring, in accordance with County Council procedures and timetable
- Provide financial input, covering all aspects of financial advice, analysis and business case development to improvement projects, major procurements and service developments. Act as the finance lead for service projects and initiatives, with support and oversight from more senior finance colleagues
- Provide financial insight, advice and support to Senior Management within Adult Social Care on financial issues to ensure effective decision making and management
- Undertake analysis that provides insight, analysis and challenge in respect of value for money
- Provide occasional training to budget holders and directorate finance staff on financial matters
- Contribute to the continuous improvement of the finance function
Key requirements of the role include:
- AAT qualified or part-qualified CCAB, or equivalent qualification
- Excellent written and oral communication skills
- Knowledge and understanding of public sector financial issues and accounting requirements
- Proficiency in analysing and interpreting financial data, use of IT within a finance environment, and financial modelling techniques
- Ability to work successfully in a professionally independent and autonomous manner, managing time effectively and adhering to deadlines
