The role of the Risk Assurance Manager ("RAM") is to manage, coordinate and deliver the 2LOD risk assurance programme. The RAM will work in conjunction with the 2LOD Risk Leadership Team to ensure 2LOD assurance reviews are appropriately resourced, delivered on a timely basis, and have management actions tracked to conclusion.

The RAM will:
  • Report directly to the Chief Risk Officer on the management of the 2LOD Risk Assurance Plan ("RAP").
  • Lead the coordination of the RAP, supported by the 2LOD Risk Leadership Team, and with engagement from the relevant members of the 1LOD.
  • Establish a Risk Assurance Strategy, setting out how assurance work links into the Bank's risk taxonomy and Enterprise Risk Management Framework, and utilises outputs from the Risk & Control Self Assessment process.
  • Produce the RAP for review, ensuring that the proposed review activities are risk-based, and aligned with Internal Audit and 1LOD activity.
  • Present the RAP to the Executive Risk Committee and Board Risk Committee, supported by the CRO.
  • Ensure the appropriate resourcing of the individual assurance reviews, including undertaking review activity themselves.
  • Develop and maintain the supporting documentation and templates for assurance reviews (such as terms of references and standardised reports).
  • Ensure the timely delivery of reviews through effective 1LOD engagement and proactive management of review schedules.
  • Undertake review and fieldwork activity across a range of operational and conduct reviews.
  • Ensure consistently high quality of review outputs, through robust review methodologies, and clear and concise reporting.
  • Deliver review findings in draft and final form to the relevant Executives, and ensure appropriate management actions against review findings.
  • Report review findings into the Bank's risk governance structure, as well as tracking of management actions to conclusion.
  • Produce Assurance MI for regular reporting into the Bank's risk governance committees.
  • Maintain good working relationships with 1LOD and Internal Audit, keeping up to date with developments in both areas.


Requirements

  • Experience of managing risk assurance activity.
  • Ability to undertake risk assurance reviews across a range of conduct and operational risk subject areas.
  • Strong communication skills
  • Strong interpersonal skills and in particular the ability to foster a collaborative environment
  • Tact and diplomacy with the ability to listen and respect confidences
  • Impartiality and fairness
  • Understanding of the industry and operating environment of Starling
