Job Description

The Chief Financial Officer (CFO) Division manages Services Australia's budget of $5.3 billion and administered payments of about $200 billion on behalf of partner agencies, to ensure all Australians, no matter where they live, can quickly and easily access streamlined government services and support. The CFO Division has an ambitious reform agenda to modernise and automate the finance function and are looking for people who thrive on a challenge and have strong leadership and management skills to join us. Applicants should be energetic, critical thinkers with a demonstrated ability to undertake independent assessments and provide recommendations regarding budget and financial matters.

The CFO Division provides financial advice, contestability, control and assurance to the Agency based on the following principles:
  • financial information that is accurate, transparent, consistent, relevant and timely;
  • simple, helpful, respectful, contestable and quality financial advice to assist Agency decision making;
  • standardised and streamlined financial structures, processes, reporting and services, in order to remove duplication and reduce inefficiencies; and
  • the automation of financial processes where it is efficient and viable to do so.
Directors will need to exercise a significant degree of independence and perform an important leadership role. They will be responsible for influencing and developing strategies, policies, priorities and operational practices in support of the Agency's Master Plan. They will need to provide strategic advice to senior management and stakeholders as well as lead and be accountable for financial and procurement strategic issues. Directors will be responsible for leading and providing strategic direction to a team, including developing business plans, identifying opportunities for building team capability and undertaking continuous improvement.

The roles available require experience in all aspects of accounting and policy and a good knowledge of the Commonwealth Financial and Budget Frameworks. The CFO Division is looking for applicants to fill director roles in the following branches:
  • Budget and Financial Management Branch, responsible for delivery of the Agency budget, costing policy proposals and reporting to the Executive on the Agency's financial position;
  • Financial Accounting Branch, responsible for external and statutory reporting including the Agency's financial statements, and the Agency's asset control framework, tax management, partner Agency reporting and treasury functions;
  • Group and Project Finance Partners Branch, responsible for the internal financial management and provision of financial services to meet the needs of Agency business groups;
  • Financial Systems and Operations Branch, responsible for developing, maintaining and supporting the budget management system, maintaining SAP Finance modules, developing finance system strategies and ensuring accounting requirements are met in major payment system developments; and
  • Procurement Branch, responsible for maintaining the Agency's procurement and contract management frameworks, procurement and contracting reporting requirements, and assisting business areas with their non-ICT procurement and contracting needs.
