Chesterfield County, Virginia(Richmond–Metro Area), a recognized leader and award–winning local government, is seeking an experienced, knowledgeable, and collaborative professional for the Internal Audit Department serving County Government and Chesterfield County Public Schools. Chesterfield, a suburban county of 437 square miles, is centrally located in the Commonwealth with a population of approximately 348,000 residents as of January 1, 2019. Chesterfield is one of fewer than 35 counties in the nation to hold AAA ratings from all three major bond rating agencies.

Under general supervisor this position performs work of routine difficulty in paraprofessional administrative or technical duties:

* Assists in ensuring that the administrative functions of the department or program(s) which assigned are effectively carried out; this may include analysis, reconciliation, report preparation, and account/program monitoring
* Conducts research projects, including gathering, compiling and analyzing information, and may make recommendations on courses of action
* Prepares reports, manuals, bid proposals, requests for proposals and other documents for special projects, programs, and research
* Compiles information and maintains complex databases for tracking information for reporting purposes
* Prepares and administers contracts for projects and programs including determining sources and vendors, coordinating activities and tracking expenditures
* Monitors audit system for documentation, reporting, and quality control program compliance.
* Assists in preparing budgets by compiling data, researching past expenditures, projecting expenditures for the following year and making budget recommendations
* Perform other work as required

Successful candidates must possess the following knowledge, skills, and abilities:

Working knowledge of the principles, procedures and standards related to internal audit department operations (i.e. Government Auditing Standards and County Policies and Procedures) that are required to provide professional–level analytical assistance in such areas as: financial/fiscal analysis and reporting; audit monitoring, administration, and reporting; administration of contractual agreements; development and evaluation of administrative/management systems, functions, policy and procedures; and/or major program evaluation and planning. Ability to analyze organizational and administrative issues and recommend and implement an effective course of action; to conduct analytical studies and prepare analytical reports; to communicate effectively orally and in writing; to operate a personal computer and related software and other standard office equipment; to develop and maintain effective working relationships with internal and external customers. Candidates must possess a Bachelor's degree in business or public administration, accounting, finance or a related field; two years of experience in providing professional–level administrative, analytical and/or operational support in the assigned area of responsibility; or an equivalent combination of training and experience.

This position is part of an approved Career Development Plan (CDP) and offers career progression opportunities and salary incentives, as funding permits, based on performance, qualifications, and experience.

Current valid driver's license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty–four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty–six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview date. Pre–employment drug testing, FBI criminal background check and education/degree verification required.No routine travel required.

The hourly range for this position is $20.99 – $28.42.
