Job Purpose

This position under Heng Mui Keng Finance Cluster requires the staff to manage cashflow projections, cost modelling, budgets and income and expenditure in the short and longer term.

Duties & Responsibilities
  • Oversee the whole spectrum of financial management, analysis, planning & projection and budgetary control.
  • Effective communication at all levels to ensure clear financial management reporting and adherence to approved budgets.
  • Identify and communicate potential budget deficit and to recommend measures and solutions for evaluation.
  • Provide financial advice on planning and analysis for finance related projects.
  • Liaise with Office of Finance to ensure compliance with University requirements and guidelines.
  • Ability to simulate using detailed financial/business modelling and analysis.
  • Continually review work practices, procedures and framework for better operational efficiency; and potential issues in accounts, financial processes and controls and proactively raise management attention to act and resolve.
  • Ensure good documentation and sound processes are in place for annual audit and internal controls.


  • University degree/ professional qualification in Finance/Business/Accounting.
  • 5 to 7 years of experience in Finance and Accounting environment.
  • Financial management/accounting skills are essential.
  • Have good demonstrated track record of excellent people management and supervisory skills
  • Strong data analytical skills with ability to set priorities.
  • Good analytical (cost benefit analysis) and report writing skills.
  • Highly proficient in MS Excel and Office required.
  • Good working knowledge of SAP, SAP HANA and Excel Power Query is an added advantage
  • Basic experience in Business Intelligence Tools such as SAP FIORI and Power BI
  • Excellent communication skills, with fluency (spoken and written) in English.
  • Good organizational, planning and customer service skills.
  • Team player with demonstrated energy, drive, determination and persistence.
  • Good working knowledge of SAP and Public Sector Procurement Framework will be an advantage.
