The School of Continuing and Lifelong Education (SCALE) was established to drive the expansion of NUS' lifelong learning offerings in a concerted and strategic way that furthers our mission to be a leading global university, as well as fulfil our role as a public university of Singapore, shaping the future.

Through SCALE, working adults (i.e. professionals, managers and executives) who aspire to stay relevant and ahead of competition, companies looking to up-skill/re-skill their workforce, and even youths exploring quality tertiary education options, have access to NUS' suite of innovative, world- class continuing and lifelong education offerings.

Drawing on unparalleled access to the multi-disciplinary expertise of 16 other NUS Faculties/Schools, SCALE offers youth, executive and professional development/education programmes, part-time and full-time degree programmes, as well as modular courses that may be taken singly or stacked towards certificates/diplomas/degrees that meet the lifelong learning needs of individuals. All programmes are designed and developed in consultation with the industry to ensure relevance and currency.

About the Role

To augment our manpower resources in the School, we are looking for a suitably qualified candidate to join our Executive & Professional Development (EPD) Unit.

Reporting to the Associate Dean, EPD, the incumbent shall assist in driving key projects across NUS, and provide strategic oversight, leadership and effective management of teams handling operations, audit and grant management.

This role is offered on a 3-year renewable contract basis; renewal is subject to satisfactory job performance.

Remuneration is based on a 12-month salary structure, with annual variable bonus which is subject to incumbent's performance and the University/School's prevailing remuneration policies.

The incumbent will be emplaced at an appropriate appointment grade based on his/her individual merits.

Key Duties & Responsibilities:

• Work closely with the Associate Dean to drive strategic key projects, and ensure successful course delivery, audits and efficient grant management:

Strategic Projects
- Drive strategic projects that would accelerate SCALE's mandate to be the CET front for NUS
- Support the Office of the Provost in drivinge University-level Lifelong Learning projects
- Drive key system projects across the units in SCALE to ensure the highest efficiency and effectiveness

Course Delivery
- Oversee all logistical operations, pre & post course administration in accordance with established policies and regulatory requirements

Audits
- Lead SSG Audits and coordinate with NUS Faculties and Schools
- Responsible for ensuring fulfilment the University's obligations for training quality surveys required under Block Grant arrangements and for providing all the necessary reports required by SSG or any other regulatory bodies

Grant Management:
- Point of contact to provide sound advisories and guidance to NUS Faculties and Schools to ensure accurate submission of grant applications
- Collate projections from NUS Faculties & Schools for NUS CET dashboard and prepare reports for management decision making
- Manage funding-related administration for grant drawdowns
- Ensure all financial obligations under grants are met

• Work closely with NUS Management and key stakeholders in building appropriate and adequate systems, applications and processes to ensure close monitoring of the University's utilization of SSG grants.

• Oversee the collation of NUS L3 programme schedules from Faculties and Schools, and the timely publication of these schedules on SCALE's website

• Review, improve upon and/or design processes to enhance work productivity and controls; ensure strict compliance and adherence to regulatory governance at all times

Qualifications

Requirements

Academic & Professional Certification
  • At least a good bachelor's degree in any discipline from a reputable university
  • Strong English language proficiency
  • IT savvy and proficient in MS Office applications


Experience & Attributes
  • At least 15 years' relevant work experience, with at least the last 3 years in similar leadership capacities, especially in grant management work
  • Adept in systems thinking and working with IT systems
  • Skilled in problem solving, process improvement and decision-making techniques
  • Energetic and skilled people leader, able to lead and rally a team towards achieving common objectives in a fast-paced, results-oriented and ambiguous work environment
  • Strategic administrator with proven project management, critical thinking and problem-solving
  • Results-driven, self-motivated and highly disciplined
  • Excellent interpersonal, communication (verbal & written) and presentation skills; flexible in adapting public speaking/presentation styles to audience of diverse background and culture
