Security & Compliance Manager Open to Public Competition The Role : Our Support Function currently wish to recruit a Security and Compliance Manager, for a Specified Purpose Contract. This role will report to the Group Financial Controller. The main duties and responsibilities of the role will include the following: The FSS Security and Compliance Manager is responsible for ensuring the implementation and operations of the security and controls framework within the FSS Processes in scope, monitoring and reporting on non-compliance within the Finance processes, be it from FSS of Business Units. This includes ensuring segregation of duties are applied in the Oracle user profiles, training FSS and Finance staff on compliance requirements and maintain a Business Continuity Plan for the FSS. Partnering with FSS Managers and Business Finance to proactively identify, evaluate and manage risks and controls in a way that enables delivery of FSS services in a sustainable manner. Act as an advisory point of contact within the FSSC to provide pragmatic options for control and security compliance for Finance processes. Ensuring proper internal controls are in place in the FSS Finance processes by independently assessing the Security and Control Framework, liaising with Internal and External Audit where required. Ensuring appropriate front and backend monitoring and self-inspection processes are effectively implemented. Regular monitoring of the adherence to the Security and Control Framework and findings reported on and actioned promptly. Ensuring compliance across Bord na Móna with the Critical Financial Controls process. Ensuring proper controls are in place and identifying additional control measures where appropriate. Maintaining the policy document and training to finance staff of same. Completion of monthly desk level monitoring, and cyclical onsite testing of the completion of controls and findings reported on and actioned promptly. Implementing and managing the business continuity program for the FSS, including testing in accordance with BNM policy. Maintaining and updating the Security and Controls Framework for new processes or process improvements and providing advice to the BU Liaison, Master Data & Process Improvement Manager on appropriate controls for any new processes that are designed. Participate in the FSS Implementation with the main focus in ensuring adequate segregation of duties in the set-up of access within Oracle. Participate in other projects as required & perform Adhoc requests as required. Providing induction and refresher training on a variety of compliance topics. Proactively participate in the Performance Management process to ensure delivery of own, and the wider team's objectives. The Person: The ideal candidate will possess the following qualification, skills, knowledge and attributes: Qualified Accountant. Preferably an Honours Degree (NFQ Level 8) in Business or similar discipline or is committed to working towards achievement of same; Minimum 5 years' experience in similar role; Good technical knowledge of Financial Accounting and a deep understanding of BnM Control and Security Framework and Policies; Proficient in Microsoft Office Suite; Knowledge of Oracle eBS an advantage; Ability to adapt to a changing, fast paced environment; Detail oriented with strong organisational skills; Excellent communication and interpersonal skills (oral, written, presentational) required.
