Project and Technical Accountant required for Local Authority in Sussex

Qualified CCAB Accountant, preferably CIPFA

Client Details

A well respected Sussex based Local Authority are looking to recruit a Project and Technical Accountant on a permanent basis

Reporting to the Finance Manager your main responsibilities will be the preparation of the Council's capital investment programme, managing the financial aspects of the Council's newly formed housing company and the production of the Council's annual financial statements.

The Council is about to embark on an ambitious investment programme including the delivery of high-profile regeneration and housing projects across the district. To achieve this, you will work closely with Service Managers to develop a fully costed programme that meets our corporate objectives

Description

Provide financial advice to capital project budget holders

Produce annual revenue and capital budgets

Monitor spending and income during the year and prepare monthly accounts for company shareholders

Prepare the annual company accounts

Prepare statutory returns e.g. VAT, Companies House.

Produce the Council's annual and five-year capital programmes.

Produce detailed annual budgets for major capital projects.

Monitor major capital projects spending during the year and prepare monthly accounts for budget holders.

Prepare year end accounts for capital project spend and financing.

Undertake financial project appraisals for Heads of Services and participate in project board meetings.

Lead the delivery of the Council's annual accounting statements.

Act as the initial point of contact with the External Auditors.

Maintain an up to date knowledge of technical accounting developments and ensure their effective implementation across the Council.

Act as a lead accountant and assist in the development of other team members

Prepares information for inclusion in reports to Committee, Boards and Senior Management Team.

Peruse Council and Committee Minutes and Agenda for relevant items and carry out any necessary action.

Profile

Qualified CCAB Accountant, preferably CIPFA

3 years post qualification experience or 5 years practical experience preferably in local government finance environment

Experience of working with large financial systems

Developing complex spreadsheets

Ability to communication financial information to non- financial audiences

Understanding of local authority functions and responsibilities

Understanding of key issues facing local government
