About the role:
The Business and Systems Analysis team provides analysis services, including stakeholder engagement, problem exploration, system change recommendations, and elicitation and development of business and system requirements and other project artefacts as required. This is a critical role in the initial stages of an IT project, laying the foundation and direction for the rest of the system development lifecycle.
The successful candidate will be expected to have experience in the areas of information systems or information management and the skills to establish effective working relationships in order to perform analysis and develop a variety of documentation.
The role is located within the Victoria Police Information Systems and Security Command, Business Engagement Division, Business Analysis Unit, and reports directly to the Manager, Business Analysis Team. The stakeholders this role engages with encompass all Victoria Police employees, operational uniformed members as well as corporate, Victorian Public Servant (VPS) staff, of all levels, depending upon the project.
The team provides a pool of Business Analysts, all of whom are allocated multiple projects according to Victoria Police priorities. The successful applicant can expect to work on large and small projects throughout the term of this position, covering operational police activities as well as corporate systems such as finance and HR. It is a varied and dynamic role, requiring a proactive, independent and experienced Business Analyst who is comfortable working on multiple projects and is quick to learn new business areas, processes and IT.

- Researching and analysing of critical operational systems, processes, policy, legislation, initiatives and business practices.
- Stakeholder analysis, engagement and relationship building and management.
- To elicit, understand, validate and clearly document:Leading and managing workshops for the definition of business requirements and design of processes to develop business analysis documentation and support information systems solution options and process improvement initiatives.
- current business processes and currently used systems ('current state')
- the needs of stakeholders, especially the current 'pain points' or areas that need improvement
- the objectives and outcomes the business requires, ('future state'), which may include long term ideal solutions requiring significant funding and enterprise level systems, as well as immediate or short term 'quick wins' that can provide early benefits
- the business impact of proposed system changes
- business requirements/User Stories/Functional requirements.
- Mapping business requirements to an end-to-end technology and/or business process solution.
- Participating in technical solution options and design workshops, providing support to the business in the clarification of requirements throughout the design, build, test and implementation stages of the IT project.
As the successful applicant, you will have the following skills and abilities:
- Developing and maintaining an effective relationship with key internal and external stakeholders to gather information, understand stakeholder needs, manage stakeholder expectations, provide effective communication across all stakeholder groups
- Developing high quality business analysis artefacts including process analysis, business requirements, user stories, functional requirements, and other project artefacts as required.
- Providing ongoing support, expertise and liaison with both business and technical staff during the complete system development lifecycle, in particular with requirements clarification and advice during the build and user acceptance testing.
- Working both in a team and independently, you will be expected to be proactive with the ability to identify what tasks are required, to prioritise your work appropriately, meet strict timelines and effectively balance competing demands.
Requirements and relevant information:
- One (1) full time, fixed term position available, until 4 April 2022.
- The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head. To achieve this, the applicant MUST be an Australian Citizen. Permanent Residents and holders of work permits, or visas are NOT eligible to apply.
- The position is located at the Victoria Police Centre. 311 Spencer Street, Docklands.
- The Business Analyst role also requires stakeholder engagement, which may need to be at other Victoria Police or external stakeholder locations throughout Victoria.
- The successful candidate will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
