The post holder has corporate responsibility for financial and strategic planning. They will undertake the statutory role of Section 95 Chief Finance Officer for the IJB. The post holder is the Accountable Officer for financial management and administration of the IJB. Leading role of the development of financial governance, control, compliance and operational management of financial risk and delivering a comprehensive financial management system for the HSCP.

The Head of Finance, Planning and Resources will develop and implement the financial strategy, governance arrangements, management of risk and reporting financial frameworks. Establishing procedures in conjunction with Health Board Accountable Officer and Local Authority Section 95 Officer to ensure all applicable Standing Order and Financial Administrations. They will have responsibility for year-end audit processes with both internal and external auditors ensuring 'sign off' of final accounts.

The post holder will ensure appropriate planning processes are in place across the HSCP and that strategic plans are developed and implemented. The post holder is required to contribute to associated commissioning and workforce plans and will be required to deliver the performance framework and, working with other Heads of Services, will lead on the redesign of service, monitor and reporting on progress.

You will be a confident and motivated individual educated to degree level in a Professional Accountancy degree (or ability to demonstrate significant level of equivalent and relevant experience), be able to evidence continued professional development and a member of a relevant professional body (CCAB, CIMA).
