Responsibilities:
Finance
  • Designs, plans, implements and manages strong financial controls and effective processes to safeguard organisational resources. Leads the department to ensure accurate financial records & reporting, compliances with all relevant laws and professional standards and partners with respective functions in supporting the vision of the organization. Improves the financial sustainability of the Foundation by maximising funding from various charities and government grants and subsidies.

Governance & Risk
  • Promotes and drives a strong corporate governance culture through adoption of integrated management control processes and enterprise risk management measures to minimise disruptions to the Foundation's activities and operations.

Purchasing
  • Reviews and formalises sourcing strategies and procurement processes to ensure consistent and high quality value delivery as well as formulates appropriate business continuity plan for critical supplies and mitigate risk of supply disruption.

Management Committee Participation
  • Participates as active member in various management committees to ensure that critical operational or strategic decisions are grounded on financial and / or corporate governance criteria as well as to update outcomes, impact and progress on strategic goals.

Requirements:
  • Degree in Accountancy or Business Management with 10 years of experience including 5 years in a Head of Department capacity leading the finance functions and experience heading risk management and purchasing functions
  • Preferably more than 3 years of related experience in the healthcare or VWOs environment
  • Experience in supplier management and strategic sourcing and negotiation
  • Experiences in managing processes in setting, communication and implementation of policies and procedures for a reasonable organization
  • Familiarity with MOH guidelines on health care organization an advantage
