Overview
Within the Directorate, we are recruiting for a Chief Accountant to provide senior leadership on our technical work on accounting, public reporting and audit policy and practice issues relevant to the Bank's prudential responsibilities. The Chief Accountant will work closely with the Directorate's wider leadership team, and with our accounting and audit specialists who support colleagues across the PRA and wider Bank on accounting and auditing matters.
Job description
The role holder will provide thought-leadership and technical excellence to the PRA's accounting, public-reporting and audit-related policy work, as well as developing and leading its strategy on these issues. In doing so they will act as the PRA's senior representative internally and externally. They will lead on complex policy, practice and technical projects, proactively identify emerging issues and innovative solutions, and work with PRA colleagues to influence our policy and supervision approaches.

- Provide senior technical leadership for the Bank internally and externally on accounting, public disclosure and audit policy and practice matters, where relevant to the Bank's objectives;
- Develop and maintain effective relationships with key policymakers in government, the accounting and audit profession and standard-setters, regulated firms, regulators, and international partners;
- Ensure that the technical analysis on accounting, public reporting and audit issues is high-quality, credible and influential;
- Help build and implement the strategy on accounting, financial reporting and audit policy and practice issues, identifying and anticipating emerging risks and issues;
- Advise and support senior management on their external engagement on accounting, financial reporting and audit issues;
- Help individuals across the accounting teams and wider directorate deepen their technical skills and support their development; and
- Work collaboratively with the wider PRA and PPD senior leadership and management teams, and our accounting and audit specialists, to help deliver the Bank and PRA's strategic objectives effectively and efficiently.
Role Requirements
Minimum Criteria
- Experience in leading technical accounting teams and issues (including IFRS issues), either in regulated firms, professional services firms, standard-setting bodies, regulators or other relevant organisations;
- Experience of leadership roles, leading and delivering high-quality technical output to agreed timeframes, directly and collaborating with others;
- A deep and current understanding of accounting, financial reporting and audit policy issues and standards relevant to the Bank's prudential responsibilities. This is most likely gained through experience in working in senior roles within, or with the accounting and audit sector.
Essential Criteria
- A strategic understanding of the wider domestic and international accounting and audit policy and practice landscape, including key industry bodies and structures, to identify policy issues;
- Capability to provide high-quality technical review and quality assurance on accounting and audit-related issues such as that associated with IFRS accounting issues
- An ability to think strategically, identify new issues and apply professional judgement, while retaining flexibility to prioritise effectively;
- Excellent relationship management, communication and negotiation skills;
- An ability to act as a credible ambassador of the Bank at senior levels;
- A commitment to building open, collaborative and inclusive working relationships with colleagues, in line with our leadership values and behaviours.
Desirable Criteria
- Good knowledge of the broader UK and international prudential regulatory environment, in particular for banks and insurers, and the interactions between accounting and the PRA's prudential requirements;
- A track record of having built and maintained effective and influential senior networks with key participants on accounting issues; and
- Experience of dealing with industry organisations such as the IASB, FRC or other relevant accounting bodies.
