Interim Country Finance Manager, Lebanon #368

Our partner is a humanitarian organisation working in conflict and fragile states to offer increased security to civilians and rebuilding their lives. They are seeking an interim country finance manager to oversee the integrity of their finances in Lebanon, and guide the office through a period of growth and transition.

The role will have three broad focusses – to strengthen the controls, processes and reporting in the country ensuring these meet donor compliance and reporting requirements, as well as are in line with HQ requirements; to lead in identifying the structure of the finance team, including evaluating resourcing requirements, staff capabilities and roles; coaching the Deputy Country Finance Manager to take on the Country Finance Manager role at the end of the contract. This will be in addition to having oversight of the finance function during this period.

Responsibilities

  • Review controls, processes and procedures, improving and strengthening these in line with in-country, HQ and donor compliance and reporting requirements.
  • Review and strengthen budget management, analysis and reporting processes, and reporting required for the SMT and board.
  • Assess and review the finance department structure in main and field offices in-country, supporting in induction of new staff, and training of all finance staff.
  • Review communication between the finance function and other departments, including programmes and logistics, with a view to improving information sharing.
  • Coach the Deputy Finance Manager to take on more senior responsibilities
  • Maintain oversight of the finance function, including ensuring day-to-day accounting, financial management and reporting requirements are met.

    • Requirements

  • Qualified accountant, with experience working in a leadership role in an international charity finance function, with at least two years of experience working in the field.
  • Experience in finance process evaluation, reengineering and strengthening, especially during a period of growth and embedding and implementing changes in a challenging environment. Excellent coaching and mentoring skills, and experience of motivating and leading a team.
  • Strong technical skills – including internal audit, financial risk management, budget management, reporting and analysis.
  • Strong full cycle grants management experience – from proposal development, to compliance and reporting requirements.
  • Culturally sensitive, adaptable and willing to undertake both routine as well as strategic work.

    • This is a 6 month fixed-term contract. The role is based in Lebanon, salary plus allowances of £40,000 - £45,000 [pro rata], depending on experience.
