PAYROLL MANAGER
Under general direction from the Executive Director of Business Services, the Payroll Manager oversees payroll administration. The Payroll Manager is responsible for monitoring all tasks necessary to accomplish the organization's payroll processing objectives, including relationships with external auditors and state and federal agencies. This position requires an extremely detail oriented person with significant knowledge of payroll administration, including state and federal regulations. Supports District staff by accurate, timely and efficient administration of the payroll systems and processes, staff benefits and compensation.

WHAT YOU'LL BE WORKING ON:
  • Manages and administers the District payroll functions to ensure staff are paid accurately and in a timely manner.
  • Supervises, mentors and evaluates payroll staff to ensure that standards are achieved, and performance maximized.
  • Creates and maintains a payroll policies and procedures' guide for the organization and adheres to payroll best practices for the organization. Manages key dates and payroll deadlines.
  • Partners with Human Resources to ensure coordination of all staff payroll transactions including but not limited to hire, change of status, termination, benefits deductions and eligibility, paid and unpaid time off, etc.
  • Serves as district first point of contact for complex payroll matters. Accepts and resolves employee issues and/or questions relative to compensation, benefits and/or related contract issues when payroll staff are unable to reconcile. Provides payroll communications to employees in order to resolves payroll discrepancies in a timely manner.
  • Maintains current knowledge of all collective bargaining agreements and individual employment contracts as they apply to payroll and benefits. In partnership with Human Resources, applies terms of contract settlements to the salary schedules, distributes new salary schedules as directed, and calculates retroactive payroll accordingly.
  • Manage ACA Reporting utilizing current HRIS systems.
  • Reviews and audits employee salary and benefit history to ensure compliance with collective bargaining/individual employee contracts.
  • Manages controls to ensure the integrity of the payroll process and compliance with district policies and federal, state and local regulations.
  • Prepares payroll-related reports for management, state, federal and local agencies.
  • Responds as necessary to wage/benefit court subpoenas, affidavits, IRS, MN DOR, child support agencies and other wage levies. Responds to public information data requests that are specific to payroll.
  • Prepares, reviews and balances the payroll accounting transactions that interface for application to outside vendors and finance general ledger.
  • Calculates and reviews more complex payroll transactions including but not limited to salary, wage garnishment, state/federal income tax, voluntary deductions (i.e. insurances, 403(b) & 457 plans, pension, paid time off).
  • Liaisons with representatives associated with payroll vendor software, processing and delivery of payrolls, IRS 941 and W2 reporting, Electronic Funds Transfer, etc.;
  • Works with the third party 403(b) administrator to ensure compliance with the district Plan Document.
  • Other duties as assigned.

WHAT WE ARE LOOKING FOR:
  • Bachelor's degree in accounting, finance or related field. Relevant experience may be considered in lieu of a degree.
  • Minimum of 5 years of experience managing and administering automated payroll
  • Verifiable and proven supervisory experience
  • Expert proficiency in use of Microsoft Excel and payroll software
  • Ability to create and manage positive stakeholder relationships and support a positive department and district culture
  • Excellent communication, analytical, organizational and interpersonal skills
  • Proven ability to work effectively and efficiently under tight deadlines and deliverables
  • Preferred proficiency in use of eFinance Plus payroll software
  • Preferred Intermediate/Advanced proficiency in use of MS Word, PowerPoint, and Access
  • Preferred experience managing and/or administrating a PreK-12 education payroll system, including PERA and TRA
