Purpose

Ofgem's E-Serve division administer the Department for Business Energy and Industry Strategy's (BEIS) environmental schemes and consumer social programmes. The schemes range from renewables incentives, to energy efficiency and social programmes. We work with energy companies, consumer groups and other stakeholders to ensure that policy targets are met in the most economical and consumer conscious ways possible.

The Change Hub directorate within the E-Serve division is responsible for Strategic Change initiatives, Programme & Project Management, Process Improvements, Business Solutions and Technical Architecture.

As a Business Analyst you will be part of a high performing, multi-disciplinary team using agile methodologies in a fast-moving environment, the ability to work at pace is essential.

You will work on projects across the remit from strategic change initiatives, regulatory changes and general process improvements. Working with multi-disciplinary agile teams, internal stakeholders, third party development partners and external stakeholders as appropriate.

You will support business users at varying levels of interest, motivation and knowledge through the change process. You will deliver process maps, wireframes, user stories and appropriate artefacts to support project success.

Your methods and deliverables will adhere to the Government Digital Standards (GDS) and public sector regulations including accessibility and security.

You will be the kind of person that doesn't accept assertions at face value; you will be enquiring, discovering the real underlying issues and/or opportunities. Your wilful enquiring attitude will learn the driving factors behind service users reported needs: what are the real deadlines, what actually needs to be delivered by those deadlines, have all stakeholders been identified and engaged, what specifically is to be delivered and what the cost/benefits of meeting deadlines or choosing to prioritise other work instead.

As a Business Analyst you will be expected to have an inquiring mind; somebody who readily gains rapport with others and somebody who isn't afraid to encourage people to think about their work from perspectives that may not come naturally to them.

Your attitude will be that of somebody who sees how challenges can be overcome, rather than somebody who sees problems that prevent progress.

Key responsibilities

• Business engagement, change management, process improvement, requirements engineering and benefits realisation.

• Support the process of taking business users through a structured engagement process to deliver their required changes.

• Identify and analyse problems and issues that may affect the successful adoption of change initiatives.

• Apply proven communication, analytical, and problem-solving skills to ensure that the team's plans and objectives are achieved.

• Analyse business requirements and user needs to agree user stories and technical specifications and plans, drawing on input from specialist colleagues within the programme.

• Profile projections of volumes of users and transactions for each change and for the pipeline of work as a whole.

• Be a public face of the Change Hub team.

• Work in an agile way and to do so closely with colleagues and the agile team.

• Be expert about the digital products and business processes you have worked with.

• Encourage teamwork and communication, especially between Business Analysts, Subject Matter Experts and IT colleagues.

Key outputs and deliverables

• Existing business processes and stakeholder needs are fully assessed to determine feasibility of new supporting processes/IT.

• Functional, non-functional, data, usability requirements and business rules are analysed with key business users.

• Requirements are modelled/documented, generally as User Stories but also using other forms of documentation where appropriate.

• Acceptance criteria are defined with the Product Owner and SMEs.

• Work-flow is analysed and strategies for facilitating the business process are agreed.

• The scope of change is clearly defined, identifying and prioritising new requirements or change request as they are raised throughout projects.

• Business users and the testing team are supported during user acceptance testing.

• Quality assurance and maintenance of key requirements documents & specifications is undertaken.

• Business and IT technical teams are supported during change/improvement programmes.

Key stakeholder relationships

• Internal - Project SRO, Product Owner, Policy teams, Scheme Operations teams, Business Assurance, IT, Procurement, Finance, Legal, Communications, Counter Fraud and other internal functions.

• External - Co-sourcing software development partners, scheme participants and register users, electricity suppliers, GDS, BEIS, UR (Northern Ireland utility regulator), Scottish Government and other stakeholders.

Specific skills and capabilities

Essential:

• Extensive experience working in an agile, multidisciplinary, collaborative team environment

• Experience of stakeholder management and engagement, with the ability to fully understand the businesses needs and convey these succinctly and accurately as user stories.

• Experience or understanding of GDS guidelines & principles.

• A positive and flexible approach to working, with the ability to work on multiple strands of work and be responsive to challenging and ever evolving deadlines.

• Proven experience in business analysis including:

o Business engagement/stakeholder management

o Change management

o Requirements engineering

o Business architecture

o Process improvement & modelling

o Software development lifecycle.

o

• Demonstrable expertise in various analysis techniques and methodologies (such as: Process Modelling, Workshop facilitation and Agile)

• Educated to Degree level or with equivalent professional experience.

Desirable:

• Working knowledge of Requirements Management and Business Modelling tools.

• Experience of knowledge retention and transfer.

• Experience of producing and/or contributing to a range of documentation (for example: presentations, briefings, business cases, contracts)

• Experience in User Research and User Centred design practices.
