This a newly created role within the finance department that will manage the day to day finances of the organisation.

Description
The Finance Manager is a key player in the sucess of the organisation and will report to the Head of Finance on a daily basis.
The role will include;
Accounts
- Supporting production of the annual accounts in accordance with the FReM and other statutory and Welsh Government requirements - providing reports and analysis to the Head of Finance
Internal controls and systems
- Monitoring internal activities to ensure compliance with financial policies, standing orders and desk instructions, carrying out control mechanisms.
- Operating the organisation's Accounts Payable function, ensuring on time payments. Operating corporate purchase card schemes.
- Oversee the organisation's (small scale) income generation activities, and monitor against HMRC taxable turnover thresholds to identify any VAT registration risks.
- Supporting implementation of the organisation's new Financial Accounting software and systems, testing configuration and data transfer and training users
- Acting as internal systems administrator
- Monitoring employer pension contributions
Longer term planning
- Maintaining the organisation's Medium-Term Finance Plan
- Monitoring the longer-term financial impact of activities and decisions articulating risks and opportunities and presenting information clearly and concisely to facilitate decision making.
Budget management and forecasting
- Supporting the organisation's annual budget development exercise, and contributing to the development and monitoring of the Business Plan and Operational Plan
- Overseeing the organisation's devolved budget management arrangements, ensuring forecasting exercises are undertaken, are integrated with operational plan reviews, and risk management and are reported on a timely basis to budget holders, Senior Leadership Groups, Management Board, ARAC, Resources Committee, Board, and Welsh Government.
- Managing the organisation's cashflow forecasting, and the monthly "grant in aid" drawdown process for submission to Welsh Government, monitoring monthly receipts from Welsh Government
Provide professional advice and expertise
- Attending ARAC, Resources Committee, and the Board to provide the information / updates necessary to enable them to fulfil their responsibilities in relation to the organisation's Financial Management
- Contributing to the organisation's Risk Management, Governance, Asset Management, and Fraud Prevention Policies and arrangements
Staff and Training
- Working effectively with the other members of the Finance Team
- Training and briefing staff on the organisation's financial processes and accountability frameworks
- As the role becomes more established it may take on line management responsibility within the team.
Personal development
- Attending network meetings or training to maintain own professional competencies and stay abreast of changes in financial regulation or best practice.
- Work flexibly, performing any other duties as required, where relevant to the post and appropriate to the grade.
** The organisation are currently about to implement a new Financial System and the Finance Manager will play a key part in the implementation of this system
Profile
The Fiannce Manager will be;
- Fully qualified with a professional accountancy qualification ACA, ACCA, CIMA or CIPFA.
- Degree or equivalent.
- Experience as a senior accountant - managing a finance function covering the preparation of accounts and budgeting
- Good leadership and communication skills and the ability to influence and advise Directors, Committee and Board members.
- Ability to communicate effectively, both verbally and in writing, translating complex financial matters for colleagues at all levels.
- Well-developed IT skills, including Excel and Word and use of various accounting packages.
- Ability to identify improvements and implement change in processes and procedures to improve customer service.
- Able to move seamlessly between strategic long-term development and day to day detail.
- Ability to deliver to tight timescales, work under pressure and respond positively to demands.
- Ability to manage and develop team members and to perform as an effective member of a team.
Job Offer
Salary appointable on a range of £39310 - £47,000
The role can be appointed at 4 pay points (£39310, 41560, 43760 or £47,000)
