LocationCroydon, Liverpool, London, Manchester, SheffieldAbout the jobSummaryThis post reports to the Corporate Finance Director, one of three Directors within Home Office Finance. The Financial planning Unit plays a key role in ensuring that the department's budgets reflect the priorities of the Home Secretary, and as such the postholder plays a key role at the heart of Home Office strategic business planning. In order to perform the role successfully, the postholder has to be financially qualified (CIMA, ACCA, CIPFA, etc.) and adept at managing a broad range of senior stakeholders, including ministers.Job descriptionKey responsibilities include: • Ensuring that annual budgets are presented to and understood by stakeholders, by working with senior budget holders, ministers, and finance business partners; • Supporting the Corporate Finance Director in the leadership of fiscal events including the forthcoming Spending Review; • Working to embed the department's new approach to efficiency and productivity; • Implementing longer-term financial planning, including horizon scanning and the identification of future risks and mitigations; • Playing a leadership role in the ambitions that the Finance Directorate and wider Home Office have to change and improve; • Promoting high standards in management and leadership to safeguard the wellbeing of finance staff; • Leading and maintaining the relationships with HM Treasury, Cabinet Office, devolved administrations, users and other government departments officials at senior levels and leveraging/influencing these relationships to the benefit of the Home Office; • Developing and presenting financial insight and analysis to the Executive Committee, ministers, and other senior forums, in a way that facilitates effective prioritisation and strategic alignment; • Continually reviewing the service provided to internal customers, seeking feedback and responding to change; • Building a dynamic and positive team culture that can satisfy multiple and sometimes challenging demands; • Line management of a team of 10-15 staff (numbers could change over time, and functions could be added as a result of the ongoing finance change programme).ResponsibilitiesThe successful candidate will be financially qualified, and an excellent experienced Finance leader, comfortable working with and presenting at Executive Committee level, with a breadth of experience gained whilst working in large scale, complex, and unionised organisations. It is essential that in your written application you give evidence of examples of proven experience in each of the essential criteria of the person specification. Essential Criteria• Experience of providing professional finance and corporate services to senior stakeholders and influencing business decisions. • Strong leadership, interpersonal skills and authority; able to successfully foster and manage interrelationships between own team and other areas.
