Can you handle the Monthly Management accounts?

We are looking for someone to ensure the budget holders for the Saliva testing project are kept on track and need a Programme Accountant.

The University Hospital Southampton NHS Foundation Trust provides services to 1.9 million people living in Southampton and south Hampshire, while also providing specialist services such as neurosciences, cardiac services, and children's intensive care to the wider area.

We have a new role for a Programme Accountant, which will be predominantly based from home with occasional days required at the Chilworth site for UHS (SO16 7QD).

The working hours are Monday - Friday 37.5 hours a week - with the hours being negotiable.

This is a band 6, the pay rate is £16.97 an hour.

The main purpose of this role is to provide financial support and analysis across the Programme's constituent parts, while assisting in the delivery of the monthly management accounts for the Programme and delivering financial reporting information for DHSC contract monitoring. Also providing effective governance and support in the writing of financial policies and procedures for new business model, while shaping financial plans and financially challenge Budget Mangers to optimise the Programme's financial, contractual, and commercial positions.

The main duties will include:
  • Provide specialist advice for the Programme.
  • Work independently on innovative and undefined programme components which require development of financial solutions and judgements that often have no precedent.
  • Work with other organisations and within UHS to develop ideas and shared understanding within the Programme.
  • Identify risks and opportunities within the Programme and model alternative options and solutions.
  • Assist with the monthly analysis of the Programme Contractual position.
  • Deliver the production off monthly accounts working closely with Programme leads to ensure accuracy and understanding.
  • Undertake Programme costings and modelling to ensure decisions have a robust financial and commercial basis.
  • Develop, implement and embed governance arrangements and financial policies and procedures relevant and appropriate for Programme Sub-Contracts.
  • Work with multi-specialty teams to ensure that Programme components are delivered to a high quality, on time and collaboratively. In doing this you will be required to plan and prioritise your own workload and that of other contributors; ensuring milestones are met and resolving conflicting time pressures for others.
  • Work with and challenge senior programme staff to ensure data is robust, consistent and timely.
  • Provide guidance and training on all operational financial management issues in line with budget policies and Standing Financial Instructions.
  • Provide information and contribute as part of the finance team to meetings with senior managers throughout the Programme.
  • Participate, in relevant internal and external working groups/projects and initiatives which may be complex, sensitive and contain contentious information with the aim of providing information and advice to the teams.
  • Interpret workforce information from different sources and make financial and operational recommendations based upon this.
  • Contribute to a culture of ongoing systematic review of the cost effectiveness and efficiency of service provision using re-engineering and modernisation techniques in order to maximise the resource available for patient care.
  • To help identify potential areas of cost improvement and efficiencies within the Programme.
  • Work as part of the programme teams to persuade, influence and troubleshoot in difficult situations and be able to deal with resistance to change, escalating issues appropriately.
  • Support and deputise for the Senior Programme Accountant as required.


They are looking for someone who:
  • Has the ability to complete the Monthly Management accounts independently with support from Senior Programme Accountant
  • Understands accounting policies to be able to understand potential impact on Programme contract and business models.
  • Have experience working with budget holders, having the confidence to ask questions around not being on target or outside budget - running through the reports and holding managers responsible for the project spend.
  • Has a post graduate diploma level qualification (Part Qualified Accountancy Qualification) or qualified AAT member/Graduate with significant experience within a finance role.
  • Has significant experience in a finance environment including management accounting.
  • Is process driven with a proactive and solution focus.
  • NHS experience is an advantage but not essential.
