Description

Summary

The Chief Financial Officer (CFO) is responsible for the planning, directing, and controlling of operational activities within the enterprise accounting department to ensure efficient control of financial resources and maximization of profit. The CFO will analyze financial information and prepare financial reports to determine and/or maintain records of assets, liabilities, income, profit and loss, tax liability or other financial activities within the Spokane Tribal Enterprises. The CFO will develop internal controls to safeguard assets and coordinate and direct the financial planning, budgeting, procurement, and investment activities for the Spokane Tribal Enterprises. The CFO will prepare or direct the preparation of financial statements, business activity reports, financial position forecasts, annual budgets, and reports required for financing to the Spokane Tribal Enterprise CEO.

Duties and Responsibilities

  • Plans for and efficiently conducts annual audit of the Spokane Tribal Enterprise accounts. Presents annual audit to the Spokane Tribal Enterprise CEO and Enterprise Board of Directors with findings and will manage the implementation of any changes, recommendations, and corrections identified through the audit.


  • Assists auditors for the purpose of providing supporting documentation and/or information on internal processes that are required for audits.


  • Reports to the Spokane Tribal Enterprise CEO on a weekly basis, and/or when called upon for special meetings to meet deadlines that may change frequently.


  • Coordinates and directs the financial planning, budgeting, procurement, and investment activities of the Spokane Tribal Enterprises.


  • Evaluates the need for investment of excess revenues to ensure short and long-term capital gains and dividends.


  • Develops and maintains relationships with banking, investment service, and insurance personnel to facilitate financial interests, security of assets, and beneficial relations for the Spokane Tribal Enterprises.


  • Analyzes the financial details of the past, present, and expected operations in order to identify trends, development opportunities and areas where improvement is needed.


  • Advises the Spokane Tribal Enterprise CEO on short-term and long-term financial objectives, policies or actions.


  • Works in cooperation with Spokane Tribal Enterprise Store Managers/Team Leaders and accounting staff to develop strategies for the maximization of profits and control of expenditures.


  • Analyzes the financial performance of each Spokane Tribal Enterprise and confers with the Store Manager/Team Leader to recommend remedial action.


  • Provides direction, assistance, training and advice to Spokane Tribal Enterprise Store Managers/Team Leaders regarding budgeting, forecasting, procurement, and other fiscal management areas.


  • Ensures all financial records are maintained in a manner acceptable to applicable government regulations.


  • Responds to inquiries from a wide variety of sources (e.g. Enterprise employees, vendors, auditors, etc.) for the purpose of facilitating communication and/or providing guidance among several parties; and providing information and/or referral for addressing inquiry.


  • Develops internal control policies and procedures for activities such as budget administration, purchasing, inventory control, payroll, accounts payable, accounts receivable and accounting.


  • Periodically audits accounts payables, accounts receivable, payroll, and records of transaction, to ensure internal compliance and accuracy of financial reporting.


  • Conducts or coordinates audits of Spokane Tribal Enterprise accounts and financial transactions to ensure compliance with federal, tribal and applicable state requirements and statutes.


  • Monitors all financial activities and details such as reserve levels to ensure that all legal and regulatory requirements are met.


  • Maintains current knowledge of federal, tribal and applicable state policies and directives relating to current accounting and investment standards.


  • Develops and coordinates all processes, policies, and procedures regarding financial activities to ensure appropriate financial and operational documentation is submitted and maintained.


  • Provides and maintains security of all financial information, files, books, records, and computer data information.


  • Ensures all approved and signed contracts by Spokane Tribal Enterprise Store Managers/Team Leaders, COO, CFO, and CEO, and are maintained in the office of the CFO.


  • Directs the collection and development of information for the timely preparation of respective payments to local, state or federal government, of any applicable tax obligations.


  • Responsible for the accurate recording of transactions, submission of appropriate documentation, and timely completion of all related financial functions relating to the: General Ledger, Accounts Payable and Receivable, Cash Flow Forecasting, Risk Insurance, Audit and Tax Preparation, Payroll, Inventory and Assets, Billings, Credits, Rebates, Credit Cards, Bank Reconciliations, Travel, etc.


  • Advises in the procurement of risk and property insurance and renewal of insurance contracts.


  • Ensures benefit programs are appropriately funded and reserved.


  • Prepares or directs the preparation and assembly of monthly and quarterly financial statements, business activity reports, financial position forecasts, annual budgets, and reports required for the Spokane Tribal Enterprise CEO, Enterprise Board of Directors and Spokane Tribal Business Council.


  • Maintains confidentiality of financial, customer, vendor and personnel information.


  • Prepares for annual audit.


  • Oversees the preparation and revision of Spokane Tribe Enterprise Timber contracts and prepares necessary contract change notices.


  • Supervises and directs activities of staff involved in performing internal accounting operations.


  • Prepares work schedules and assignments to ensure efficient operation of the Spokane Tribal Enterprise Accounting Department.


  • Collaborate with Accounting Director to monitor and evaluate the performance of accounting staff, prepares performance evaluations, and provides pay increase recommendations for accounting staff.


  • Works with Accounting Director to recommend and implement personnel actions such as progressive discipline, promotions, and terminations, in accordance with Spokane Tribal Enterprise policies and procedures.


  • Performs all other duties deemed necessary by the Spokane Tribal Enterprise CEO.


KNOWLEDGE REQUIRED FOR THE POSITION

  • Knowledge in areas of internal control, budgeting, general ledger, POS systems, financial systems and computer systems.


  • Must be knowledgeable of Generally Accepted Accounting Principles, employment tax compliance, accounting standards, auditing standards, reconciliations, and other governmental accounting related regulation.


  • Ability to perform complex mathematical computations.


  • Ability to understand and execute complex oral and written instructions, and to apply guidelines to a wide variety of work situations.


  • Must demonstrate ability to express ideas clearly and concisely in written and oral form.


Qualifications

EDUCATION

  • The Chief Financial Officer must have a minimum of a bachelor's degree in accounting, financial analysis, economics, business administration or related major and possess at least five years of management experience in a similar position. Or, the Chief Financial Officer must have a minimum of at least 10 years financial management and related business administration experience.


MINIMUM QUALIFICATIONS

  • The CFO must have knowledge and understanding of micro and macroeconomics, generally accepted accounting practices and principles, financial markets, regional economics, banking, investing, analysis and reporting of financial data. Additional knowledge of Internal Revenue Service regulations, laws and legal codes, internal controls, and other governmental regulations is required.


  • Must possess the knowledge and practical experience in business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership principles and techniques, directing and coordinating operational activities.


  • Must have strong knowledge and experience in statistics, financial analysis and interpretation, ability to break down information and data into separate parts to identify underlying principles, causes, reasons or facts.


  • Must know how to interpret the meaning of information to others by translating or explaining what the information means or how it can be used. Must be able to write clear, concise reports of information for others to easily comprehend and talk to others in a non-threatening and professional manner to convey information effectively and appropriately. Must understand written documents and information and be able to present reports in a manner appropriate for the needs of the audience.
