The Staff Accountant III – Government Contracts Accounting reports to the Director of Finance and Business Systems in the performance of a variety of tasks, and is primarily responsible for managing daily financial transactions and tasks related to all facets of the Operation, and maintaining the accuracy and integrity of the ERP and other company systems consistent with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GAS), Federal Acquisition Regulations (FAR), and corporate ethics, goals, and objectives. A proficient level of accounting, Government Contracts administration, business experience and judgment is required to plan and accomplish goals. Performance of responsibilities is expected to be completed on an accurate and timely basis, and with minimal supervision.

Requirements
  • Minimum of Bachelor's degree plus 3–5 years of accounting experience along with various accounting applications/systems and functions
  • Firm Knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GAS), Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR) and Cost Accounting Standards (CAS)
  • 3–5 years of experience (or an equivalent combination of education and experience) with end–to–end DoD contract administration
Essential Functions

Government/Contract Accounting Duties and Responsibilities
  • Manage financial compliance within Government Programs
  • Ensure the government business programs are in compliance with US Federal, State and Local Governments accounting rules and regulations; FAR, DFARS, etc. as applicable
  • Development and management of Governmental indirect rate structures
  • Development of personnel labor categories, rate structures and application to Government contracts
  • Provide oversight over contractor resources performing bookkeeping and reporting functions for financial compliance
  • Prepare/review/reconcile monthly invoices with Government Contracting Agencies
  • Ensure timely and accurate payments of Government Contract invoices
  • Lead contact for reporting and analysis of monthly results for contract labor costs
  • Manage expense reimbursement accounting for travel and living
  • Interface directly with company Program Managers and Senior Staff and Government Contracting Officers to ensure contract proposal and execution requirements are fulfilled
  • Prepare and submit Government cost and pricing proposals including narrative documents and spreadsheet detail backup and schedules/calculations in accordance with solicitation requirements and guidelines
  • Prepare and submit contract modifications, communicating and collaborating with Government Contracting Personnel as required
  • Prepare and maintain subcontract documentation and agreements
  • Manage accurate and timely Inventory System and processes to include cycle counts, analysis, and reconciliations associated with GFE, GFM, GFP, etc.
  • Prepare and maintain Services Contract Forecasting tools, reports, and analysis
  • Develop and maintain Job Cost system and all relevant ERP system accounting requirements
  • Preparation and coordination of the external audit process (including DCAA, DCMA, etc.)
General Accounting Duties and Responsibilities
  • Processing and management of Accounts Payable Vendor Invoices and Payments.
  • Management, preparation, and mailing of Accounts Receivable Invoices.
  • Monitor and Manage Customer Credit Limits/Terms and Payment Issues
  • Management and Recording of Cash Receipts
  • GL Account Management, Reconciliation, and transactional analysis.
  • Asset and Liability management, daily transactions, and supporting amortization and depreciation schedules
  • Prepare and Process Sub–Ledger, General Ledger, and Adjusting Journal Entries.
  • Management and preparation of timely and accurate Financial Period Closing processes, transactions, and reporting.
  • Management and Analysis of General Ledger transactions for timely, accurate, and appropriate financial statement revenue and cost objectives.
  • Develop and manage appropriate transactional accounting accruals
  • Daily management of Budget and Cash Flow processes, transacts, analysis, and reporting
  • Analyzes current costs, revenues, financial commitments, and obligations incurred to predict future revenues and expenses
  • Prepare, analyze, and distribute corporate and operating division financial statements, reports, and management analysis schedules.
  • Monitor, maintain, and assist with implementation of internal accounting controls and procedures
  • Manage and support budget and forecast activities
  • Reconcile and maintain balance sheet accounts
  • Conduct regular account/bank reconciliations
  • Interaction with corporate systems to identify and reconcile transactions and cash management issues.
  • Review and process expense reports
  • Prepare analysis of accounts as requested
  • Review Accounting System processes, tools, and methods for continual improvement opportunities and recommendations to Supervisor
  • Providing Guidance to lower level staff accountants
  • Timely and accurate identification and communication of issues to Supervisor
  • Develop and write procedures in support of ongoing continual improvement initiatives.
  • All other duties as assigned by executive management.

  • Advanced level of knowledge and experience with Government regulations, terms, conditions, and policies governing assigned contracts/ subcontract, including FAR, DFAR, and CAS
  • Advanced level of knowledge and experience with financial transactions related to government services processes, such as Contracts, Purchasing, Inventory, Invoicing, Administration, Quality, external contracting office interaction, etc.
  • Intermediate level of knowledge and experience using ERP Systems and Job Cost Accounting
  • Advanced experience in proposing and administering all contract/subcontract types (CPFF, T&M, FFP, CR, etc.)
  • Advanced application of relevant flow–down provisions to subcontractors
  • Advanced application of best value criteria for delivery and procurement of products and services
  • Advanced organizational abilities, oral & written communications and interpersonal skills
  • Advanced analytical and problem–solving skills
  • Advanced ability to perform with little supervision. Must be self–motivated and energetic.
  • Intermediate to advanced proficiency in Microsoft Office Applications
Work Environment
  • While performing the duties of this job the employee must occasionally lift and/or move up to 25 pounds.
