Finance Manager (Corporate)

Band 8a

The Leicester, Leicestershire and Rutland (LLR) CCGs' are progressing, their plans to appoint to the roles in its new single finance team.

This is an opportunity to work within the corporate finance function within LLRCCG's Finance Team. The Finance Manager will work flexibly as a member of the Finance team with the ability to provide financial expertise where required, but in particular to lead processes, monthly reporting, forecasting and variance analysis for infrastructure budgets and lead corporate finance reporting.

The post holder will:
1. Develop and maintain an annual financial timetable which takes into account the deadlines for the production of internal and external returns.
2. Maintain the in year allocation of financial resources to the functions of the LLR CCGs.
3. Develop and maintain comprehensive and transparent systems to control and reconcile the CCGs' financial resource limits (revenue, capital and cash), ensuring that a full audit trail is available from one financial year to the next and that accurate and detailed financial records are kept
4. Develop and maintain a comprehensive and transparent control systems for the allocation and reconciliation of the CCGs' Corporate budgets, ensuring that a full audit trail is available from one financial year to the next and that accurate and detailed financial records are kept of all component parts of approved budgets
5. Provide technical expertise and advice on completion of the templates required by external bodies such as NHSE/I
6. Maintain General Ledger hierarchies and contact lists for SBS
7. Regularly review the CCGs' Prime Financial Policies and supporting finance policies to ensure effective financial governance arrangements are maintained (SFI's/SoD)
8. Regularly review accounting controls and financial recording systems, ensuring that adequate procedure notes are in place so that financial governance is embedded within the organisation.
9. Provide training to budget holders and other key stakeholders in budget management and control. Responsible for the ongoing development of the Finance Budget Manual for their reference.
10. Co-ordinate and produce the CCGs' monthly financial position in accordance with tight deadlines, delivering to both internal and external reporting requirements
11. Consolidation of internal financial reporting to CCG Committees and to Managers etc.
12. Consolidate accurate and timely information from the Finance Team to enable the completion of the Non ISFE and other external national returns
13. Maintenance of the Financial Risk Register and support appropriate reporting to the Audit Committee.
14. Ensure that any relevant recommendation from Internal and External Audit are acted upon promptly and reported on appropriately.
15. Using expert knowledge of services supplied, contracts agreed and the CCGs' overall plans support the annual budget setting process, to ensure that budgets are set within available revenue resource allocations.
16. Work with colleagues in the CSU to enable year end planning and ensure that processes are in place with budget holders to enable accruals and prepayments, pooled budget statements and verifying the accuracy and legitimacy of these transactions, preparing detailed notes to the accounts and/or NHSE/I consolidation forms

To be shortlisted, you will need to demonstrate the following:

o CCAB or CIMA qualified with evidence of continuing professional development.
o Significant experience of working in an NHS Finance Department
o Experience of identifying and interpreting national policy.
o Significant experience of leading Management and Annual Accounts process
o Very detailed knowledge of financial accounting systems and processes i.e. general ledger
o Well-developed analytical skills, able to interrogate multiple quantitative and qualitative data sources.
o Good time management and demonstrable ability to achieve deadlines
o Excellent communicator, able to present complex or contentious data to a range of audiences.
