An opportunity has arisen for three enthusiastic and motivated individuals to join each of the three Management Accounting teams,

The posts would suit candidates who are at least AAT qualified and/or progressing towards a CCAB/CIMA qualification.

A comprehensive study support package will be provided to enable the post holder to work towards full registration with a recognised CIMA or CCAB accountancy body. Dependent on the stage of professional study, the post-holder may be able to transfer onto an apprenticeship.

Main duties of the job

The Post-holder will provide support to the Senior Finance staff in the provision of high quality financial management service (information and advice).

They will be responsible for the accuracy and timely production of Cost Centre Reports for certain Directorates. This will include proactively liaising with operational Budget Managers, Clinicians and Consultants to provide financial advice and information consistent with Accounting policies and standards and STH Standing Financial Instructions

They will develop Management Accounting systems and procedures to ensure the optimal use of resources available within the Financial Management department.

They will support the Senior Finance staff in the production of Directorate Financial Plans by providing financial information, including the completion of Cost Centre based cost pressure and Service development bids and the identification of Cost Improvement Schemes.

Detailed job description and main responsibilities
  • Responsible for the production of high quality Cost Centre Reports for nominated Directorate(s), by using own initiative to achieve agreed objectives. This will be completed to a strict monthly timetable within policies and procedures agreed with the Principal Finance Manager


  • Making decisions about priorities within agreed objectives, tasks and policies agreed with the Finance Managers


  • Take a proactive role in liaising with Budget Managers and finance colleagues including the Finance Managers in the team to ensure that information contained in budget reports and supporting schedules e.g. variance analysis, staff in post lists, income and expenditure analysis, is both complete and accurate.


  • Take a proactive role in the education and financial awareness of Budget Managers providing detailed advice and guidance in respect of financial issues in order to improve budgetary control within the Directorates (highlighting financial implications of individual actions on budgetary control). To ensure that advice offered to Directorate managers complies with the Trust's Standing Financial Instructions and Schemes of Delegation.


  • Responsible for ensuring that all input documents are complete and accurate in accordance with Audit requirements (this involves analysing confidential streams of data e.g. payroll, purchase ledger, sales ledger etc. and ensuring they are input into the system to meet the monthly and year end timetables).


  • Participate in the Directorate Financial Planning process by ensuring that budgets and expenditure for each Cost Centre Report are accurate and where full year effects need to be included these can be described in full. Also to ensure that opportunities for efficiency savings at Department level are identified and quantified.


  • Within the Section, to take an active part in the identification and analysis of Directorate Cost Pressures and Service Developments in line with Trust Business Planning process.


  • Respond to ad-hoc requests from Budget Managers for financial analysis of all aspects of the service. This includes staff costing analysis to assist skill mix reviews and recruitment planning.


  • Work closely with budget managers to review performance variances and support them in developing or revising improvement plans.


  • Be proactive in helping the Senior Finance staff to support various improvements schemes with certain directorates. To aim to continually improve and challenge existing procedures to enhance performance.


  • Represent the Senior Finance staff in liaising with other management accounting staff with regards to funding, Service level agreements, cost recovery and re-charges.


  • Liaise with budget managers on payroll matters by providing accurate staffing costs when required, amending Authorised Funded Establishments as agreed with Principal Finance Manager and ensure that staff in post lists are updated and correctly coded.


  • Support the senior accountants in the annual production of Reference Costs for the patient related services provided by the Directorate(s) as directed by the Trust's Cost Accountant. Provide feedback to Directorate colleagues on the Directorate reference cost index position and educate on TIFF and reference cost implications.


  • Within the section, be proactive in the development, appraisal and implementation of Financial Management processes/systems, both computerised and manual. Ensure that best practice is communicated, via senior accountants, to staff working in the Financial Management department by training, procedure notes and meetings.


  • Assist Senior Finance staff in the production of financial information in support of Business Cases developed by Directorates. This will include producing, in liaison with Directorate managers, historic service costs for comparison with future configuration.


  • Responsible for monitoring Trust Fund/Agency Account transactions ensuring that they are accurate and appropriate.


  • To be pro-active in helping the Senior Finance staff and Budget manager's during the departmental benchmarking exercises or evaluations by being responsible for collating and analysis of required financial data.


  • Participate and contribute to the Finance Department working groups dealing with development and implementation of departmental policies

    Qualifications
    Essential criteria
    • AAT qualified or progress towards a CCAB or CIMA Accounting Qualification
    • 5 GCSEs including Maths and English at Grade C or above (or equivalent)
    • 2 A Levels at Grade C or above (or equivalent)


    Desirable criteria
    • CCAB/CIMA Part-qualified or qualified (or equivalent).
    • 3 or more A Levels at grade C or above (or equivalent)
    • A levels in Accountancy, Business Studies, Mathematics at grade C or above (or similar)
    • European Computer Driving Licence or similar
    • Honours degree


    Experience
    Essential criteria
    • Experience working in a Finance department. This will include working knowledge of accounting procedures and processes together with an understanding of relevant accounting standards.
    • Demonstrably good IT skills including Advanced Excel skills.


    Desirable criteria
    • Accounting Systems literate
    • NHS Finance experience
    • A sound knowledge of costing principles. Access database skills
    • Supervisory Experience
