Betsi Cadwaladr University Health Board is the largest Health organisation in Wales and among the largest in the UK, providing a full range of primary, community, mental health and acute hospital services for a population of around 676,000 people across North Wales as well as parts of Mid Wales, Cheshire and Shropshire. With 16,000 staff and a budget of around £1.6billion, we operate three district general hospitals as well as 18 other acute and community hospitals and over 90 health centres, clinics, community health team bases and mental health units. The Health Board also coordinates the work of 115 GP practices and other NHS services.

The post-holder will take a lead role in contributing to the development of the Health Board's strategic plans and business development activity. The post-holder will provide project management, communication and information management for the overall programme whilst leading on specific pieces of work.

The successful candidate's role will include:
  • Report to the Finance Director - Commissioning & Strategic Financial Planning and will be responsible for the overall management and performance of the Planning Finance function


  • Investigates & advises on highly complex issues & leads on corporate reporting/providing strategic financial and business planning advice


  • Supports the development of robust financial strategy and planning across the whole organisation to the highest standards. including the management of a portfolio of Strategic Plans, Service Reviews and Business Cases. The function should meet, and adhere to, all operational, professional accounting and audit requirements


  • Responsible for ensuring that all costing and financial information for Business Cases and Strategic Service Change Projects, is processed in accordance with guidelines and procedures


  • Investigate and analyse highly complex financial, performance, activity and benchmarking data in relation to all services and specialties across the Health Board,


  • Provide sound advice and recommendations to clinical managers to support service changes or strategic business planning


  • Will set the agenda for financial planning and strategy


  • Horizon-Scan a range of financial planning and scenario-planning models, methodologies and tools

The Person:
  • Contributes significantly as a senior finance professional to all areas of financial strategy advising the Finance Director - Commissioning & Strategic Financial Planning on the development of the financial planning agenda to address the changing financial context and requirements of the BCU Health Board


  • Actively contributes to, and supports the construction, development and upkeep of the BCU Health Boards medium and long term revenue financial plans


  • Extensive NHS Finance experience, particularly within the areas of Business Case, Service Change


  • Extensive practical experience of Strategic Financial Planning


  • Experience in Analysing and communicating complex information effectively to Board and external audiences.


  • Experience in Management of complex projects involving multi-disciplinary teams
