Overview / Job Responsibilities:

ACT I is currently seeking a Financial Analyst. This position will have primary responsibility as per below. This position will work closely with the Government Business Financial Manager. This position reports to the ACT I Program Manager and gov't Lead BFM.

You will provide budget formulation, strategic planning, and financial management analysis support off-site at the contractor facility. The support will include:

• Formulate, review, and maintain budget requirements
• Provide financial expertise, analysis, and guidance, as part of the Planning, Programming, Budgeting, and Execution (PPBE) cycle.
• Assists in the development of budget estimates, financial plans, budget documentation and other budget formulation estimates.
• Monitor funding thresholds.
• Identify and recommend solutions to shortfalls.
• Compile and track budget requirements.
• Provide financial analysis and maintain justifications.

You will be able apply knowledge of financial management, accounting functions, processes, analytical methods, and techniques to gather, analyze, evaluate, and present information required by the project managers and customers. This will include the following budget execution and financial management analysis support:

• Draw conclusions and devise solutions to problems relating to improvement of financial management effectiveness, work methods, financial systems and procedure efficiency.
• Rely upon and uses of automated management information systems in performing fact finding, analytical, cost and advisory functions.
• Research budget policy to ensure compliance with fiscal policy and regulation.
• Advise IPT members on executable budget alternatives.
• Utilize Comprehensive Cost and Requirement System (CCaRS) and/or Navy ERP, other tools to perform budget and financial analysis including but not limited to expenditure forecasting, monitoring and reporting.
• Maintain timely, accurate, and transparent funds management, funds status reporting, and funds control.
• Track future and present appropriations.
• Provide comparison of commitments, obligations, and expenditures to approve spend plan.
• Provide financial execution analysis during PMRs, financial management reviews and data calls as required.
• Assess F-35 prime contractor financial performance utilizing the CFSR as well as EVM and IMS analysis developed by the F-35 Cost and EVM Directorate to identify problem areas and to assess program budget issues.

Minimum Qualifications:

• Four (4) years of business or finance experience with a Major Defense Acquisition Program (MDAP) or other industry equivalent.
• Working knowledge of suite of Microsoft Office products; primarily Excel and PowerPoint
• Six months demonstrated experience using CCaRS, preferred.
B.A. or B.S. in a business or management discipline such as business administration, accounting, or finance
