Job Title: Financial Analyst I
Duration: 7 Months
Location: Washington DC

• Basic Qualifications:
o Bachelor's degree in Finance, Accounting or related field with a minimum of two (2) years of relevant experience
o Basic knowledge of Appropriation Law and Government Contracting field
o Strong organizational skills and attention to detail
o Ability to multi-task and work in a challenging fast paced environment
o Strong work ethic with a positive, can-do attitude

• Preferred Qualifications:
o Prior relevant experience within the Federal Financial Management including forecasting, budgeting and execution
o Proven working experience as Financial Analyst that is comfortable working in the areas of;
• invoice / payment processing,
• credit card accounting,
• burn rate monitoring & future financial trends
• cost estimation, and;
o Strong analytic skills in order to diagnose and resolve fiscal errors, as well as product forecasting
o Strong MS Excel and other Microsoft Office tools that provide capabilities to collect and analyze financial information and create/maintain standardized project burn rates and contract files
o Prior experience in using a major Financial System (corporate/enterprise wide) or SharePoint and/or Momentum usage a plus
o Exceptional presentation, reporting and communication skills

• Responsibilities:
o Assist with budgetary tasks such as preparing budget formulation and justification for internal Bureau Office's approval
o Research and analyze outstanding obligations to assist with contract closeout
o Enter, manage, and maintain data updates in a timely and accurate manner to support the budget execution process
o Create weekly reports of requisitions, micro purchase requests and no-cost administrative modification requests
o Assist with amending Financial Guidelines and documenting financial processes
o Coordinate micro purchases with credit card holder for payments and assist with credit card reconciliation package on monthly basis
o Support managers in the creation and ongoing reconciliation of organizational and large project budgets (e.g. tracking Appropriations, Allotments, Obligation, Transfers and Expenditures)
o Be a source of, and regularly provide, full lifecycle tracking status of OIS' procurement requests (inception to conclusion)
o Analyze data to ensure proper accounting procedures have been followed
o Conduct metrics analysis such as tracking and projecting burn rates. New burn rate charts need to be created on annual (Fiscal Year) basis.
o Verify invoices and edit accounting lines in Invoice Processing Platform (IPP) and ensure approvers are aware, and need to proactively approved assigned invoices in IPP
o Research and respond to outstanding invoice requests/inquiries
o Coordinate meetings related to Financial-based topics, take minutes and related communications when requested, and track outcomes of actions from these meetings
