The Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer and stronger Victoria.

Technology Solutions explores and employs modern technology to serve the department's business needs and provides a range of ICT services for the department.

The business unit sets the strategic direction of ICT in alignment with the business direction and is responsible for the department's ICT strategies, initiatives, policies, projects, architecture, infrastructure, corporate systems, applications and service management of ICT suppliers in a multi-sourced environment.

About the role

The Business Analyst provides business analysis experience and expertise across part or all of the project lifecycle for assigned projects and may contribute to building the business analysis maturity and capability of Technology Solutions including supporting, mentoring and sourcing business analysis resources. In this role you will:
  • deliver work packages focussed on business process re-engineering and business process modelling, data modelling, that meet business value, customer needs and legislative requirements
  • facilitate and lead discovery workshops across multiple business units and stakeholders
  • implement appropriate use of methods, tools, and techniques (iterative and agile) for business analysis approaches
  • produce, maintain and implement the appropriate business analysis documentation and plans and report on progress of assigned tasks.

About you

As our successful candidate, you will have:
  • demonstrated experience in working in large, complex organisations as a Business Analyst in a formalised project environment
  • experience in analysis for Case Management and Licensing and Registration, particularly with sensitive data and complex business processes
  • demonstrated knowledge and experience in planning, workshop facilitation, identification and elicitation, and documentation
  • ability to review, analyse and produce business cases, business requirements, business processes (as-is and to-be), functional requirements, and related documentation as necessary
  • demonstrated experience in creating Agile artefacts, particularly user stories
  • relevant skills in developing and understanding process diagrams, use-cases, data flows, entity relationship diagrams, business process flows, and others as necessary
  • experience in supporting the hand-over to BAU of new business solutions, business processes and procedures
  • ability to effectively use workplace tools such as Microsoft Word, Excel, PowerPoint, Visio, and Teams
  • experience in analysis, and an understanding of Microsoft Dynamics 365 solutions and architecture.

Please note, a relevant ICT tertiary qualification and/or formal training or certification in a Business analysis methodology is desirable.
