Office of the Comptroller & Auditor General

The constitutional function of the Comptroller and Auditor General is to audit on behalf of the State all accounts of moneys administered by or under the authority of the Oireachtas and through the Comptroller function, to control all disbursements from the Exchequer. The C&AG also has statutory power to publish reports on important matters selected at his discretion relating to value for money (VFM) and the administration of public funds. 

The audit remit extends to the accounts of ca. 290 public bodies and funds, which include Government departments and offices, non-commercial State bodies, and health and education bodies.  The primary purpose of audit work is to provide assurance on the accuracy of the accounts of these public bodies.  The audit also seeks to establish that transactions of public bodies are regular i.e. they are in accordance with the legal authorities governing them and that funds are applied for the purposes intended.

Applications are invited for the role of Director of Audit, Reporting Directorate.  Reporting to the Audit Board, the Director of Audit, Reporting Directorate, will be responsible for the audits of the Revenue Account and of the Department of Social Protection, the coordination and publication of the C&AG’s annual report on the accounts of the public services, and the VFM reporting programme.

The successful candidate will have:

  • a proven track record of experience at a senior level in an audit or analysis environment and the capacity to contribute strategically to the overall leadership and development of the Office;
  • a thorough knowledge, or the ability to quickly attain it, of parliamentary financial procedures and of the principles of Government accounting;
  • demonstrate excellent leadership and senior management experience with the ability to develop and motivate highly skilled and professional staff; 
  • be innovative, with a practical and organised approach to the management of programmes of audits or VFM examinations.

The person will also be required to hold a professional qualification in accountancy.

It is also desirable that candidates will have:

  • a third-level qualification in a business, social science or public sector related discipline;
  • an understanding of the process of public accountability and of the C&AG’s role in that process;
  • a comprehensive understanding of commercial accounting and audit procedures as they relate to the State sector;
  • a comprehensive understanding of performance evaluation in the public sector.

This is a Top Level Appointments Committee position.
