1.0 PURPOSE OF THE JOB (JOB SUMMARY)
Responsible to the Chief Manager, Corporate Services for providing strategic direction and policy advice on all matters related to finance and accounts.
2.0 DUTIES AND RESPONSIBILITIES
Specific duties and responsibilities entail;
i) Developing and implementing budgetary and resource mobilization policies, procedures and systems for the Fund;
ii) Developing work plans, procurement plan and budget for the Division;
iii) Formulating and implementing relevant policies, strategies and procedures;
iv) Preparing annual recurrent and development budget including coordination of budgeting process with various divisions and departments;
v) Advising management on all financial matters of the Fund;
vi) Preparing investments and funding proposals for the Fund;
vii) Formulating and implementing an effective system of internal control that adheres to the Fund's policies and procedures;
viii) Overseeing the implementation of the budget and preparing financial performance reports including variance analysis reports to aid management in decision making;
ix) Preparing budgets and forecasts and reports in a clear and timely manner on the attainment of these forecasts and budgets;
x) Advising the Board and the management on accounting matters relating to the Fund;
xi) Planning, managing and coordinating end of month and end of year closing process and procedure;
xii) Preparing clear and concise periodic financial statements and reports as required;
xiii) Maintaining assets register and assets inventory control documents;
xiv) Preparing the Fund's annual accounts in line with the Governing regulations and coordinating the audit of the annual report and financial statements.
xv) Responding to audit management letters as appropriate;
xvi) Providing advice to the Board and implementation of audit recommendations;
xvii) Preparing and presenting Board papers;
xviii) Preparation and implementation of the Department's performance contracts; and
xix) Assessing performance, mentoring and coaching of staff under the Officer's purview.
3.0 REQUIREMENTS FOR APPOINTMENT
For appointment to this grade, an officer must have;
i) Bachelor's degree in Commerce, Economics, Business Administration or its equivalent qualifications;
ii) Master's degree in Finance, Insurance, Accounting, Business Administration or equivalent qualification from a recognized and accredited institution;
iii) Certified Public Accountant Part III (CPA-K) qualification or its equivalent from a recognized institution;
iv) Membership to the Institute of Certified Public Accountant of Kenya or any other relevant and recognized professional body;
v) Strategic Leadership and Development Programme (SLDP) or its equivalent will be an added advantage;
vi) Shown merit and ability as reflected in work performance and results;
vii) Demonstrated outstanding professional competence and leadership qualities/characteristics at work place.
viii) At least eight (8) years' relevant experience, five (5) of which should have been at a management position.
Terms of Offer:
An attractive remuneration package commensurate with the responsibilities of the position will be negotiated with the successful candidate. Successful candidates in job grades PCF2 and PCF3 will be engaged on a five (5) years contractrenewable based on performance.
