The Role Responsibilities
The Head of Data Governance Finance & Treasury will play a pivotal role in defining and implementing a Data Governance strategy for Finance & Treasury. The individual in this role will need to partner closely with the Finance, Fin Ops and Treasury Management Teams, Business Leaders (Data Providers), CDO, GLRR, Risk, CFOs, COOs and CIOs to -
Programme manage the BCBS239 and Data Quality Management Framework remediation activity across Finance & Treasury.
Define the strategy for data governance across teams and processes.
Design and implement a robust operating model that ensures ongoing compliance to policy and BCBS239 regulation.
Implement BAU processes to address annual BCBS239 self-assessments but also to ensure ongoing detect controls are in place ensuring compliance throughout the year.
Manage communications of status through updates and metrics to both Investment and BAU forums as well as second line of defence and Audit.
Collaborate with the SCB CDO to ensure tooling and capabilities produced centrally are fit for purpose and support Finance & Treasury adequately.
Strategy
As the overall programme lead, within Finance & Treasury for BCBS239, the individual will need to define and monitor a strategic book of work and deliverables to ensure compliance.
Define, implement and run a new Data Governance Operating Model to ensure ongoing compliance with regulations and Data Quality Management Standards.
Produce updates to Reg Remediation PSC, DQ Governance Forums and Non-Financial Risk Committees for review and submission by Head of Data Management.
Attend external working groups on data governance best practise and BCBS239 delivery.
Business
Work closely with upstream business functions to ensure that upstream data flows are being documented.
Assess the materiality of the upstream business functions in terms of the in scope data flows.
Escalate, where appropriate, to relevant business functions when material delivery is impacting regulatory or business commitments.
Processes
Oversee plan and manage the BCBS239 remediation activity and annual review cycles.
Define and Maintain the Finance Business Glossary
Ensure integrity and quality of DQMF artefacts produced by T&I and Operations Teams.
Track and monitor upstream and downstream dependencies working with the relevant Data forums and NFRC's.
Ensure data control weaknesses, incorrect data sources and material data quality issues are quantified measured and tracked to resolution.
People and Talent
Develop training and awareness programme for Data governance across all Finance and Treasury teams.
Build a knowledgeable team to run and manage the Data Governance Process.
Risk Management
Responsible for identifying, assessing, monitoring, controlling and mitigating risks to the Group relevant to F&T data governance.
Manage and track declared internal and external milestones and provide accurate and transparent status updates.
Through assignment of direct and indirect reports, establish and maintain an appropriate framework and procedures for monitoring, identifying, measuring, assessing, reporting, and managing compliance, regulatory, financial crime, operational and reputational risks.
Governance
Establish DQ Governance forums for all relevant Finance and Treasury Processes (where material DQ Risk is identified).
Present updates into the Finance Regulatory Remediation Programme on progress against the overall Data governance Plan.
Prepare updates for the Finance and Treasury Non-Financial Risk Committees on compliance and implementation of Data Governance.
Provide consolidated updates into BCBS239 Programme and Non-Financial Risk Committees.
