This position is located at Tennessee Valley Healthcare System (TVHS) which is part the Mid-South Healthcare Network (VISN 9). Position is organizationally aligned within the Fiscal Service. The Chief Financial Officer (CFO) Is a full member of the TVHS Executive Leadership Board (ELB) with shared responsibilities as an ELB Team Member to fully participate in decisions of the Healthcare System.

Responsibilities

TVHS is a Joint Commission accredited, complexity level 1-A, integrated tertiary Healthcare System comprised of two medical centers with one located In Nashville, TN and one at Murfreesboro, TN. TVHS also manages 20 VA Outpatient Clinics and other sites of care located throughout Tennessee and Kentucky. The incumbent must be fully cognizant of the activities and services of the Mid-South Healthcare Network - Veterans Integrated Service Network 9 (VISN 9). TVHS is the largest, most complex healthcare system in VISN 9. VISN 9 includes 5 healthcare systems in Tennessee and Kentucky. The Chief Financial Officer has responsibility for the overall operation, training, and production of each section or unit In Fiscal Service and for the coordination of their assigned functional activities so as to produce quality service products. The incumbent formulates, develops, prepares, and executes the annual budget plans and administers the Healthcare System's financial management program. The incumbent Interprets program objectives and develops procedures to attain these objectives, resolving Fiscal Service operating challenges, making decisions on cases which require interpretation of regulation, administrative rules, and organizational policy, with decisions having a material effect upon the planning, coordination, directing. and controlling of departmental objectives. Responsible for maintaining an automated and fully integrated system of financial staff services, which contributes to the effective management and control of medical center operations In such areas as accounting, budgeting, travel, payroll, financial analysis, VERA analysis and data validation and financial reporting. He/She will carry out the duties and responsibilities for all the technical processes of budget formulation, development, review, and execution, which entails planning, coordinating monitoring, and controlling expenditures. Major duties and responsibilities include but are not limited to:
  • Plans, directs, coordinates, and evaluates facility financial activities.
  • Serves as SME, providing technical guidance to develop facility budget; ensuring compliance with VA policies.
  • Provides support, advice, coordination for revenue activities.
  • Proactively works with executive leadership and chiefs to provide data to assist with budgetary decisions.
  • Assesses financial performance and cost effectiveness through assimilation of budgetary and accounting data systems.
  • Makes recommendations and implements initiatives to re-engineer, share, and conserve resources.
  • Provides direction, guidance, and oversight to service staff.
  • Participates in facility and VISN committees.
  • Provides budget briefings to executive leadership, VISN, service chiefs, and to front line employees.
Work Schedule: Administrative day tour, Monday - Friday, 7:30 AM to 4:00 PM

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2020.

    Individual Occupational Requirements: Basic Requirement: This occupation has Individual Occupational Requirements. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for the GS 0505 occupational series, applicants MUST have one of the following:
    • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
    • OR
    • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
      • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
      • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
      • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    ADDITIONAL QUALIFICATION REQUIREMENTS: In addition to meeting the above Individual Occupational Requirements (IOR), you must also possess the specialized experience as described below to qualify for the Chief Financial Officer position at the GS-14 grade level.
    • Specialized Experience: You must have at least one (1) year of specialized experience that equipped you with the knowledge, skill and ability to successfully perform the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-13 level in the Federal service. Specialized experience includes, but is not limited to: Developing, implementing, directing and managing projects and administrative operations of a large decentralized organization; Establishing priorities and meeting deadlines for a full range of organizational activities (i.e. short- and long-range planning, determination and management of resources, budgeting, review and improvement of program activities, etc.); Experience in managing the function of work to be performed, leading, directing and assigning work of personnel. Developing local budget instructions and policies within the framework of mandatory requirements; Monitoring the operation of the data processing systems interface for information exchange between pay systems. Performing test audits to determine validity and accuracy of accounting records and application of accounting controls; Analyzing problems, gathering and coordinating information, and integrating independent recommendations and actions; Analyzing operating costs and distributing operating funds. Use of theory, principles, concepts and practices of financial management; experience with legislation, statutes, regulations, policies and procedures to develop policy documents; experience with concepts, principles, practices, laws and regulations which apply to budgeting for substantive national programs and services.

    Physical Requirements: Work is primarily sedentary, with walking visits to various customer locations throughout the facility. No special physical effort or ability is required. Work is performed in an adequately lighted, heated, and ventilated office setting. Occasional trips to other buildings will be required which may expose incumbent to typical weather for the area for a brief time.
