JOB RESPONSIBILITIES
Information and Cyber Security (“ICSâ€) Transformation and Remediation Portfolio (“TRPâ€) is a critical collection of programmes (the portfolio) aimed to improve Bank's cyber framework/controls, cyber security services and products, and remediate and continuously improve Bank's cyber security posture in today's ever evolving cyber security landscape.
This is a new strategically important role that will report to the Head - Strategic Planning, Information and Cyber Security (ICS) Transformation and Remediation Portfolio (TRP).
The ICS TRP brings together all material ICS improvement activities. The portfolio will prioritize ICS investments to maximise risk reduction and capability improvement, while meeting compliance obligations and minimising client impact. The portfolio provides a single end-to-end view of investment and improvement activities with regular tracking and reporting.
Benefits & Investments Management is a fundamental and key role within the TRP coordinating the management and tracking of the key strategic investments and benefits - risk mitigation measures delivered by the Portfolio and providing support to the Portfolio AE and the Portfolio Director. The incumbent will be required to liaise with a large number of Programme and Project Managers across the entire portfolio so that a holistic, and overall assessment of the status of the Portfolio can be derived, particularly from the perspective of regional and country impact reporting.
The post holder will assist to design of the Target Operating Model for Trust Data and Resilience. The design includes the development of a framework to identify the gaps in CISO role covering ICS, Data & Privacy, OCIR and resilience. The Target Operating Model will help to deliver cyber fundamentals at pace through a threat lens. It will include clearly articulating the roles and responsibilities, accountability, empowerment and resources (financial resources, headcounts). Where necessary, the post holder will leverage on other stakeholders to drive the discovery process, validation of the TOM and the implementation/transition of the TOM where applicable.
The post holder will be required to work with stakeholders to agree regional requirements and leverage Clarity and other systems to deliver an enduring strategic regional reporting approach for the entire TRP .The output and analysis produced by the post holder will form a key part of the ICS Planning and Benefit Committee and the PRC agendas. This will enable the TRP and the senior principals involved in tracking benefits realisation, producing a clear view of the primary and secondary impact of potential non-delivery of specific milestones linked to benefits, thereby informing senior level decision making. The activity and output will also support the ICS TRP's maintenance of a 3-year roadmap to deliver the ICS objectives and target end state and inform investment prioritisation.
The specific tasks in support of the Head - Strategic Planning will include those listed below:
· Improve the Regional reporting framework to meet the requirements of country leadership teams and regulatory requirements.
· Ensure that all projects have a deliverable or milestone which achieves ICS TRP benefits. These must be tracked at Programme and Project governance committees. Clarity is to be used for milestone tracking and Tableau for reporting.
· The benefits reporting will be used at the ICS TRP PRC, Board & MT meetings.
· This scope of the activity will incorporate both investment and non-investment funded projects.
· The incumbent is to leverage Clarity extensively in accordance with ePMO standards.
· Continually review appropriateness and completeness of reporting frameworks and make recommendations to the Portfolio AE and Portfolio.
· Track PRC level milestones and those associated with benefits realisation to a high degree of accuracy and timeliness.
· Support oversight of Programmes and Projects within the Portfolio to comply with the Project Governance Policy, Programme and Project Management Standards and System Delivery Framework.
· Support the ICS TRP in proactive management of RAIDs and urgent mitigation and / or remediation.
· Support the ICS TRP in Investments Acceleration related workshops
· Ensure data in Clarity is accurate across the Portfolio and working with PgMs and PMs to address data

JOB REQUIREMENTS
· Excellent organisation and leadership skills with ability to manage multiple deadlines and effectively prioritise
· Experience of developing a people strategy, influencing relevant stakeholders and decision makers, and executing decisions efficiently and consistently
· Proven ability to lead highly complex, global, pan-bank, multi-year programmes by driving collaboration and participation by functions, Regions and countries.
· Extensive change and programme management experience, ideally gained in the financial industry
· Recognised qualifications/certifications in Project and Change Management
· Strong knowledge of the businesses, markets and operations of Standard Chartered Bank and relevant policies, procedures, and processes
· Personal authority based on established trusted relationships and ability to provide advice and programme direction which is respected at the senior levels of the Group
· Ability to foster positive relationships with internal and external stakeholders at appropriate level ensuring open cooperative environment
· Strong integrity, independence, and resilience
