Assistant Director (Internal Audit Division)

The Internal Audit Division (IAD) of the National Environment Agency (NEA) provides independent, objective assurance and consulting services designed to add value and improve NEA's operations. The mission of internal audit is to enhance and protect organisational value by providing risk-based and objective assurance, advice, and insight. IAD helps NEA accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of governance, risk management, and control processes.

You will be part of a team that will plan and perform financial and compliance audits. In addition, you will be involved in the planning and execution on all aspects of the audit process including evaluating the adequacy and effectiveness of internal controls, identify audit issues and concerns, and make practical value-added recommendations on internal controls and business processes to the management.

You will be responsible for the following:
  • Execute and update audit programs for assigned projects
  • Understand the audit objectives, operation(s) under examination and underlying problems that the audit seeks to address
  • Understand the objectives of planned tests and propose alternatives as appropriate
  • Execute the planned audit tests
  • Document in detail the audit activities carried out and the results of evaluation
  • Make recommendations to Improve business processes
  • Analyse documentary and behavioural information to identify underlying causes of control lapses / violations for remedial action.
  • Develop recommendations for corrective actions or process improvement and gain Management's acceptance of the recommendations and implementation timelines.
  • Follow up with the relevant department(s) to determine if the accepted recommendations have been implemented accordingly
  • Communicate audit findings
  • Prepare draft audit findings, which are substantiated with facts
  • Present final audit findings at NEA Management Meetings and Audit Committee Meetings
  • Perform other ad-hoc activities such as:
  • Procurement of goods and services for the division
  • Participate in educational activities to promote awareness on risk control issues within NEA
  • Provide advisory and consultancy services on governance and control issues
  • Conduct ad-hoc investigations and reviews, as well as, other ad-hoc projects as needed

Job Requirements:
  • Tertiary qualifications, preferably in Accountancy or a related discipline.
  • Candidates with Chartered Accountant (Singapore) and/or Certified Internal Auditor will have an added advantage.
  • At least 10 years of auditing or relevant experience (combined internal audit and/or external audit experience).
  • Strong fundamental knowledge in the principles of governance, risks and controls.
  • Strong communication, interpersonal, and report writing skills.
  • Proficiency in data and audit analytics tools and flowcharting tools such as IDEA, Pentana Audit Software and Microsoft Visio will be advantageous.
  • Independent, meticulous, a good team player, and a problem solver, with strong analytical and critical thinking skills.
