The Senior Technical Development Business Analyst (Senior TD–BA) is to lead the team of Technical Development Business Analysts as subject matter expert on operational data analytics and engineering including but not limited to facilitate quality and control on the operations data process and creation of artifacts relating to activities ensuring operational effectiveness. The Senior TD–BA oversees agile team's project plans, ensures milestone completion, leads delivery of project goals, handling of issues that impact progress and resolving conflicts. The incumbent will identify, define, and implement process improvement opportunities and technical design activities that align with the enterprise vision and mission. This includes leading and supporting research and analysis to describe and communicate the future state in a cohesive and comprehensive format.Duties and Responsibilities:Attend, participate, and contribute in enterprise and operations agile program eventsFacilitates analysis meetings and sessions in support of departmental and enterprise initiativesAnalyze, trend, report and present findings as well as create high quality visual representations for broad and diverse audiences within the organizationCreate precise documents to describe specifications, capabilities, and processes associated with the assigned projects demonstrating efficiency and effectivenessParticipate in process and technical solution creation activitiesDevelop and maintain SAS/SQL/VBA/SharePoint reporting tools, databases and processesQuery and manipulate data to identify variance and root cause, analyze trend, summarize findings and develop recommendations for stakeholdersWork departmentally and interdepartmentally to address deficiencies and recommend implementation of creative efficiencies and modifications to existing processPrepare routine reports as needed (financial, quality, production, operational efficiency, etc.) and other duties as assignedCollaborate with business units to understand strategic goals and promote an environment conducive to creativity, change and information exchangeWork closely with Product Owner as delivery lead on highly critical and urgent projects such as CMS/DFS/OMIG/Internal auditsLead the Technical Development BA team as SME of Operational data to align and support the Enterprise Delivery ProgramLead as SME in technical knowledge across relevant data applications including but not limited to VBA, SAS/SQL, Alteryx, and Tableau developmentOversee and monitor all ad hoc data engineering projects, data tool development, reporting and inquiry intakes processesAct as the first Go–To SME to engage urgent inquiries from Ops leadership, executives and other priority request such as ad hoc CMS and DFS requestsWork closely with EDS management to identify process improvement opportunity that aligns with the enterprise vision and missionMinimum Qualifications:HS Diploma or GED from accredited institutionDemonstrate ability to work within regulatory and compliance guidelines including accordance to HIPAAExperience in SAS, SQL, and AWS servers and databasesExperience in creating, editing and executing queries using SAS Base, SAS Enterprise Guide, SQL Server applications, and Alteryx DesignerDemonstrated ability to create visualizations and presentations with hands on experience in Tableau Desktop, PowerPoint (Themes, animations, transitions), Word (templates, outlining, themes, embedded objects) and Excel (advanced functions and formulas, pivot tables, visual presentation)Experience in creating, reverse–engineering and maintaining Excel/Access VBA applicationExperience in creating, editing, and maintaining contents in SharePoint platformExperience in assessing and communicating complex business requirements in a manner understandable by all levels of the organization; including technical and non–technical staff, testing teams, and business stakeholdersAbility to diagnose system issue, engage data validation, and provide quality assurance testingDemonstrate ability to work effectively under tight deadlines and minimum supervision with excellent time management and prioritization skillsAgile Experience (Scrum, Scaled Agile Framework)VersionOne Software and/or Kanban Software ExperienceExperience in hosting meetings, facilitating analysis sessions, and delivering presentationsExcellent written and verbal communication skillsPreferred Qualifications:Bachelor's Degree from an accredited institutionExperience and knowledge in Claims Operations, Enrollment & Billing, Members Services, or Providers OperationsKnowledge of other programming/reporting applications (i.e. Visual Basic Studio, QlikView, Cognos, Python, etc.)Knowledge and relevant work experience within the healthcare industry (such as a managed care organization, commercial health insurance plans, hospital, etc)Knowledge of Medicare and Medicaid programs and reimbursement methodologiesKnowledge of healthcare claims processing practices in a managed care settingHands–on experience with rules–based table and systems (i.e. PowerMHS, Biz Talk, PEGA Preprocessor, SaleForce CRM, etc)Knowledge of Macess or other workflow systemsExperience with Business Process modelingAbility and willingness to handle increasing workload and responsibilityWE ARE AN EQUAL OPPORTUNITY EMPLOYER.
