Essential Functions This critical member of the Finance Department will be a "hands-on" Director, who oversees the City fund accounting, financial reporting, purchasing, accounts receivable, asset inventory and payroll system, and represents financial services of City administration to key stakeholders. This individual works directly with independent auditors on annual audit compliance at the state and federal levels. Will direct Finance staff in coordination, development, analysis, and implementation of the City budget, as well as assist department heads in financial matters pertaining to department operations. Provides monthly andannual financial reports to the City Council through the City Manager. Examples of Duties: The following are typical duties for this position. These are not to be construed as exclusive orall-inclusive. Other duties may be required and assigned. Supervises Finance Department, reviews employees work; performs staff evaluations; instructsstaff in policies and procedures. Oversees the City fund accounting, financial reporting, purchasing and payroll system; assists in the coordination, development, analysis and implementation of the annual City budget; prepares the CAFR; ensures compliance with regulatory reporting, capital asset management and best practices in financial reporting; recommends and implements enhanced internal controls and policy and procedure development; and assists department heads in financial matters pertaining to departmental operations. Represents financial services of City administration to citizens, organizations, auditors, and othercity agencies and governmental organizations; informs, answers inquiries, interprets policies,procedures, and actions; responds to problems by analyzing and developing recommendationsfor resolutions by instituting programs, procedures or systems. Compiles and prepares required state and federal reports for various governmental agencies; prepares, reviews, analyzes, evaluates, and implements improvements to fiscal control systems andprocedures; works with independent auditor on annual audit compliance. Provides support regarding insurance programs, insurance programs; and employeelabor contracts with employee associations; assists the City Treasurer with investment of Cityfunds and revenue bonds; and performs financial review of staff reports for consideration by the City Council. Provides support to the Finance Commission, and various committees. Provides other special project support, analysis, and financial information as requested by the City Manager. FLSA Status Exempt Qualification Guidelines Employment Standards Minimum Training and Experience: Bachelor's degree in Accounting, Finance, Business Administration, or a related field; experience witha California municipality and Certification as a Public Accountant or a Certified Public Finance Officer and at least three years of Supervisory experience is desirable; five years ofincreasingly responsible financial experience in accounting and financial work, including atleast two years in a public agency; or any equivalent combination of training and experience thatprovides the required skills, knowledge, and abilities. Language Ability and Interpersonal Communication: Ability to: Effectively communicate with individuals or groups utilizing a broad base of verbalskills; comprehend and correctly use a variety of informational documents, including financialaudits and reports, staff reports, purchase requests, personnel forms, department invoices, taxreports, budget/expense requests, bank statements, and Legislative/League bulletins; prepareperformance appraisals, staff reports, journal entries, financial statements, draft ordinances/resolutions,department purchase orders, and government reports using prescribed format and conforming toall rules of punctuation, grammar, diction, and style; comprehend a variety of reference books and manuals, including personnel policy and procedure manual, memorandum of understanding,government codes, finance software manuals, and accounting standards; communicateeffectively with staff, City Council, vendors, community/civic groups, administration,department heads, residents, and employee association representatives verbally and in writing. Judgment and Situational Reasoning Ability: Ability to: Apply common sense understanding to perform semi-repetitive tasks such as typingor data entry; principles of rational systems such as budget; principles of influence systemssuch as supervising, instructing, directing, and negotiating labor agreements; apply principlesof synthesis functions in applying principles of long-term financial analysis and planning; useindependent judgment in frequently non-routine situations involving developing consensus innegotiating and resolving conflicts with citizens; decisions could have far-reaching financialeffect on the City. Working Conditions & Physical Demands Physical Demands Ability to operate automated office machines, including a copier, FAX machine, telephone,personal computer and peripheral equipment, calculator, and cash register; clerical, computer,and financial tools and supplies; fine and gross motor coordination in performing data entry/word processing and calculator entries; exert light physical effort in sedentary to light workinvolving sitting and walking or moving from one place to another. Working Conditions Environment is generally clean with limited exposure to conditions such as dust, fumes, odors, ornoise. Video terminal is used on a daily basis.
