The Pacific Labour Facility requires an experienced Project Accountant to join the team on a full time fixed term basis to manage all finance accounting systems including month and year end processes, finance reporting, auditing, budgeting and cost management.

Reporting to the Operations Manager and supervising day to day activities of a small team of finance professionals you will:
  • Plan, manage and control all day-to-day financial transactions and functions
  • Maintain up-to-date and accurate financial accounts and records for all financial transactions,
  • Conduct internal audits and facilitate external audits on PLF's financial systems;
  • Assist with drafting policies and procedures relating to project financial management;
  • Assist HR officer and Operations manager with relevant information needed for payroll;
  • Monitor costs and conduct monthly account closure reports;
  • Monitor project expenditure, manage cash flow to project accounts and advise Operations Manager of any issues;
  • Monitor subcontractor payments, ensure records are kept for all transactions;
  • Work with the finance assistant to process PAFs, and update the project Field Voucher as required;
  • Manage the project bank account and prepare funds transfer requests as required;
  • Manage weekly payment run through Costpoint, with payment to Australian and Pacific financial establishments;
  • Investigate and resolve all variances in accounts, or funds discrepancies;
  • Ensure effective internal controls, timely response to external or internal audits and other reviews, and appropriate coordination with the head office;
  • Undertake banking transactions, including the management of petty cash, petty cash and bank account reconciliation, and the preparation of a monthly field voucher.
Essential Criteria
  • Finance or business qualification
  • 10 - 15 years relevant work experience managing program finances (donor funded program experience preferred)
  • Sound management skills, strong problem-solving skills in relation to program financial management
  • Highly developed verbal and written communications skills, with a demonstrated ability to establish and maintain effective working relationships with a range of personnel from different disciplines
  • Experience working regionally, with knowledge of Pacific financial institutions preferred.
  • Highly proficient English communication skills
  • Excellent interpersonal skills.
