This is a highly responsible position managing the operations of the County's Accounting Division. The Accounting Director is an active member of the County's management team and must have excellent accounting and analytical skills, as well as, outstanding written and oral communication skills. The Accounting Director is responsible for planning and directing the fiscal accounting systems in the Accounting Division; exercising considerable independent judgment and professional knowledge of accounting principles, theories, and practices, as well as, knowledge of governmental accounting. The Accounting Director also responsible for overseeing and directing the activities of the Emergency Medical Services (EMS) billing office. The Director will oversee a staff of 46 full time employees, which includes five (5) direct reports who are responsible for daily activities of accounts payable, capital asset tracking, payroll, cash management, treasury management and Emergency Medical Services transport billing and collection functions. The candidate selected for this position must have knowledge and experience with financial analysis, closing processes, internal controls, Accounting Standard implementation, effective writing and verbal communication, solving Accounting and accounting system problems, a high level of Excel skills, as well as, the ability to train employees and work well with other organizations. This position reports directly to the Chief Financial Officer (CFO). Note: The Accounting Director is an at-will position and serves at the discretion of the County Manager About Volusia County Volusia County, Florida is bordered on the west by the St. Johns River, and by the Atlantic Ocean to the east. Roughly the size of Rhode Island, Volusia County is about 25 miles northeast of Orlando, 30 miles north of the Kennedy Space Center and 80 miles south of Jacksonville. DeLand is the picturesque county seat and Daytona Beach is one of the best known cities of Volusia County's 16 municipalities. The County has a population of over 530,000, employs over 3,000 full time and part time employees and has a net operating budget of approximately $768.8 million. Directs, evaluates, trains and supervises a professional and clerical staff engaged in accounting for accounts payable, payroll, fixed assets, general accounting, grant accounting, accounts receivable, water and sewer collection, tourist developmenttax collection and Emergency Medical Services (EMS) billing. Makes decisions regarding hiring, discipline, and promotion of division staff. Plans, directs and coordinates work plans; assigns projects, programs and activities; reviews and evaluates work products, methods and procedures; identifies and resolves problems. Oversees preparation of the County's Comprehensive Annual Financial Report, Annual Financial Report to the State of Florida Chief Financial Officer, Popular Annual Financial Report, Annual Report on County debt and various other financial reports. Directs and contributes to the preparation of financial statements and cost reports by compiling and analyzing data. Reviews and ensures the appropriate presentation of the Federal and State Single Audit Reports. Assists external auditors in the annual audit by furnishing necessary data, responding to specific inquiries, and preparing certain tables and schedules. Coordinates the County's consolidated Federal Emergency Management Agency (FEMA) Public Assistance (PA) grant process after a declared event, including subsequent requests for reimbursement from the Florida Division of Emergency Management (FDEM). With the assistance of professional consultants, the Accounting Division is responsible for receiving, reviewing and submitting all disaster-related costs from all other County divisions to FEMA/FDEM, as well as, coordinating all stages of the FEMA reimbursement process, from the initial request from public assistance through grant closeout. Provides periodic status reports on the County's reimbursements from FEMA/FDEM. Supervises the County's treasury management function, including approval of staff recommended investment purchases and review of staff prepared monthly and quarterly investment reports. Coordinates the redesign, upgrade, debugging of computerized accounting systems. Performs related work as required. Develops and implements policies, procedures and controls to ensure compliance with Federal, State and County laws and regulations, grant agreements, and generally accepted accounting principles for governments. Analyzes and evaluates existing procedures as needed, and implements needed changes. Provides technical assistance on financial systems and operations to other divisions. Forecasts and projects financial results. Establishes and maintains effective and professional relationships with work colleagues, supervisors and managers. Makes presentations in front of the Volusia County Council on agenda items related to the division as needed. Represents the County in dealings with other governmental entities such as the Tourist Development Council and Constitutional Officer organizations. Stays abreast of industry advancements and technology. Attends work on a continuous and regular basis. Responds to emergency situations. Minimum Requirements **This position is posted on a continuous basis and may close without notice** Bachelor's Degree in Accounting and a current CPA certificate, and five (5) years of responsible experience in financial administration and accounting at the supervisory level with two to three (2-3) years in governmental accounting OR auditing governmental agencies comprehensive annual financial reports. Must possess a valid driver's license. Must obtain a valid Florida driver's license within 30 days of appointment and maintain thereafter. Having met the minimum requirements, the preferred candidate will have at least five (5) years of supervisory experience in governmental accounting with with responsibility for preparation of the comprehensive annual financial reportOR auditing governmental agencies comprehensive annual financial reports. Possession of a Master of Accountancy (MA), or Master of Business Administration (MBA) is a plus. Knowledge of ambulance billing practices, Medicare and Medicaid rules, regulations and laws. Knowledge of Federal Emergency Management Agency rules, regulations and laws. Knowledge of and able to solve accounting and accounting system problems. Knowledge of effective internal controls. Ability to prepare complex financial reports in compliance with Governmental Accounting Standards Board or other similar standards setting board. Ability to implement new standards issued by the Governmental Accounting Standards Board, new Florida Statutes, and other requirements imposed by outside entities. Abilityto develop advanced Excel spreadsheets, graphs, summaries, presentations and reports. Abilityto communicate effectively, both orally and in writing.
