Exchequer Team Leader We are seeking to appoint a suitably enthusiastic and highly motivated Exchequer Team Leader to join our new Exchequer and Procurement Team. You will lead your team and work as part of a wider team operating on a matrix management basis, offering a professional service to both the internal and external customers of the councils. As an effective team leader and expert in exchequer services, you will have excellent attention to detail and will lead on the creation, development and continuous improvement of the new Exchequer team and ensure it aligns closely with the Procurement Team and wider Finance Service. Leadership, resource management, IT and numeracy skills are essential, as are excellent communication and customer service skills. Applicants should ideally have previous experience of leading an Exchequer team, along with experience of working within a large and complex financial environment. Exchequer Team Leader Responsibilities: - Provision of financial information, assistance, and advice to council managers at all levels of the organisation, including senior leaders - Contribute to the development of financial systems and processes as an expert in the exchequer field - Management of the exchequer services team - Ensure fundamental reconciliations are performed in a timely and accurate manner - Assistance with preparation of monthly management accounts and year end accounts and returns, providing expert input to finance business partners and the senior accountants - Control of standing information held within the various ledgers of the financial management system - Leadership of the exchequer team, including staff development and delivery of effective and fit for purpose services - Management of contracts held with external agencies to ensure realisation of income in line with contractual timescales - Any other duties as may be deemed commensurate with the grade of the post Exchequer Team Leader Requirements: - Ability to lead a team - Ability to collect, appraise, analyse and evaluate information - Ability to analyse financial data and produce and evaluate meaningful management information - Ability to set and achieve demanding performance targets and to effectively manage any identified underperformance - Good understanding of a Financial Management System - A sound understanding of accounting requirements - Numerate with a high degree of accuracy - Excellent IT skills, proficient in Excel and Word - Minimum of 2 years financial accounting experience - Willing to travel, as required with a full driving license and access to a car insured for business purposes If you have the following experience or qualifications - it's a bonus - AAT qualified or equivalent - Part-qualified professional accountancy qualification - IT related qualification - Experience within a large and complex financial environment - Experience of debt management processes - Experience of implementing financial policies and procedures - essential - Experience of working within a local government environment - Experience of writing reports and papers - Experience in handling internal and external audit processes and meeting audit requirements About South Oxfordshire and Vale of White Horse District Councils: South Oxfordshire and Vale of White Horse District Councils are forward-thinking local authorities, based in one of the most attractive areas of the country.
