About the role:

Based at the Victoria Police Centre, the Integrated Portfolio Office (IPO) was recently established to consolidate investment planning, business case development, and enterprise project management functions as an end-to-end investment management pipeline. The team carries an initiative from investment identification through to project commissioning and supporting delivery.

The Senior Business Analyst supports the part of IPO that is the central coordination point for all Victoria Police investment priorities. The team maintains relationships with Victoria Police portfolio areas, Executive Command, and other government departments, to ensure the organisation is appropriately resourced to achieve its strategic objectives.

The team manages the annual process of developing Victoria Police funding proposals submitted for consideration in the State Budget. Reporting to the Senior Project Manager IPO, the Senior Business Analyst is primarily responsible for preparing the cost estimates required for each of those submissions.

Your duties will include:
  • Coordinating the development of policy and investment proposals that support organisational objectives and reform;
  • Supporting the process of planning new initiatives and organisational change management
  • Analysing and assessing the operational implications of identified initiatives - including developing options and costings;
  • Preparing briefings and submissions for a range of stakeholders, including senior management, Executive Command, Government Departments and the Minister for Police and Emergency Services;
  • Actively managing risks and issues related to investment proposals;
  • Ensuring accuracy of costing assumptions and managing continuous improvement of costing processes;
  • Enhancing costings capability across the IPO.

As the successful applicant, you will have:
  • Demonstrated experience in building cost estimates for investment proposals;
  • Strong written and oral communication and stakeholder management skills;
  • Experience working in a team environment with multiple team members contributing to shared work products;
  • Proven ability to monitor stakeholder satisfaction, and constructively manage issues to ensure positive outcomes for the stakeholder and the organisation;
  • Knowledge of relevant governing legislation, regulations, reporting directives and proven ability to provide authoritative advice in relation to these;
  • Relevant qualification and/or professional accreditation (e.g. CPA).

Requirements and relevant information:
  • Position will be located at the Victoria Police Centre. 311 Spencer Street, Docklands.
