POSITION SUMMARY
The Payroll Manager manages, directs, supervises, plans, develops, interprets and implements payroll and compensation programs and activities of the District. Incumbent ensures consistent application of District policies and procedures, and federal and state laws and legislation. This position works in Human Resources/Payroll, reporting to the Director of Human Resources, receiving general direction regarding routine and standard matters and specific instructions regarding non-routine and sensitive matters. The Payroll Manager provides confidential support and communication to administrators, staff, consultants, vendors, outside agencies and the public.

PRIMARY DUTIES AND RESPONSIBILITIES
  • Responsible for performing payroll accounting functions for District employees, processes payroll documents, and assures the accuracy and timeliness of all payroll activities
  • Responsible for balancing and processing of bi-weekly payroll, printing necessary reports, checks, direct deposits and transmission to the Pima County Superintendents office.
  • Analyzes and resolves complex or difficult issues and problems when presented, determines the cause and takes appropriate corrective action.
  • Responsible for wire transfer of direct deposit information.
  • Prepares and submits all bi-weekly, quarterly and year-end tax reports and payments for federal, state, social security and unemployment taxes. Prints, sorts, and distributes W-2 and 1099R forms and transmits to federal and state agencies.
  • Prepares and uploads time tracking data from the time management application to process payroll. Enters all work calendars into the time management application system.
  • Responsible for updating the payroll application system with appropriate tax tables and payroll deductions.
  • Calculates, processes and submits payments to federal, state, and other agencies for child support and garnishment payments.
  • Coordinates and develops payroll processing deadlines and pay date schedules.
  • Assists employees with questions regarding annuity salary reduction agreements. Remains up-to-date with annuity (403(b), 457) regulations.
  • Remains current regarding trends and developments in human resources/payroll.
  • Interprets and maintains compliance with federal and state regulations.
  • Verifies payroll data, ensuring accuracy of payroll. Audits payroll for necessary corrections and or compliance.
  • Develops and coordinates special payrolls as needed, including but not limited to: retroactive salary payments, salary increases, and emergency payments to employees.
  • Researches records for administration and auditors when required.
  • Compiles all necessary attendance data for each employee to create the compensated absence report for audit purposes.
  • Files documents pertaining to payroll and employee requests and provides employment verification.
  • Acts as a resource to staff and public regarding district payroll policies and procedures as well as a leader within the Human Resources department.
  • Promotes and supports District-wide initiatives.
  • Recommends updates to district payroll policies and procedures as needed.
  • Exercises considerable judgment and discretion.
  • Supervises and trains assigned staff.
  • Makes decisions regarding hiring, evaluation, promotion, termination and makes related employment recommendations of assigned staff.
  • Communicates effectively orally and in writing.
  • Establishes cooperative working relationships with persons contacted in the course of performing assigned duties.
  • Perform related duties as assigned.

KNOWLEDGE SKILLS AND ABILITIES
  • Knowledge and ability to use computerized payroll system, word-processing, spreadsheet, and database programs.
  • Knowledge of regulations and standards governing payroll activities.
  • Knowledge of supervisory principles, practices and methods.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to maintain confidentiality with regards to people or events that occur within the District.
  • Ability to interact and work effectively and cooperatively with people from diverse ethnic and educational backgrounds.
  • Strong customer service skills.
  • Advanced organizational, time management, and attention to detail skills.
  • Ability to manage multiple tasks with frequent interruptions.
  • Ability to produce accurate work and complete assignments with minimal supervision.
  • High level of analytical and problem solving skills as it relates to associated payroll applications.

QUALIFICATIONS
Required
  • Associate's degree or two years of college coursework. Three years of progressive payroll administration or financial support work may substitute for the degree.
  • Three years of experience in payroll management or a related field.
  • Willingness to work a varied work schedule based on the needs of payroll.
  • Any equivalent combination of training, education and experience that meets minimum requirements acceptable
Preferred
  • Bachelor's degree in Finance, Human Resources, Business Management, or any related field preferred.

WORK ENVIRONMENT
Indoor office or classroom environment. The noise level in the work environment is generally quiet to moderate and may become excessively noisy at times. Will have contact with staff, students and the public.

Salary: Range #20 (Pro-rated based on start date)
$51,856.00 - $57,762.00 "ASRS Retirees will have a lower salary due to the Alternate Contribution Rate"
