The Internal Audit Branch (AUB) is seeking a Senior Audit Officer to conduct internal audit and advisory activities.

AUB is an important element of DFAT's governance framework. Lead by the Chief Auditor, and reporting to the Secretary and the Audit and Risk Committee, the Branch assists the department to:
• maintain robust systems for financial and risk management, accountability and control which align to the department's appetite for risk while meeting operational requirements; and
• achieve its performance objectives by assessing frameworks, programs and processes for effectiveness and efficiency.

As a Senior Audit Officer in AUB, you will work as part of a team to deliver high quality audit and advisory products and services. The work is characterised by:
• assessing internal departmental policy frameworks and procedures for fitness for purpose against relevant external legislative and whole of government policy obligations;
• testing whether staff adhere to obligations and requirements and, where they do not ascertain why that is and what should be done to align actions with expectations; and
• liaising with a broad stakeholder base, internal and external to the department.

The key duties of the position include:

Under limited direction, your primary responsibilities will include:
• conducting internal audit and advisory activities including compliance audits, performance improvement audits, project health checks, overseas post audits and evaluative style reviews;
• individually or as part of a team, lead and/or undertake assigned audits, such as:
  • planning audits and preparing the audit work plan for approval
  • managing multiple simple to moderately complex audits/projects, and assist in the drafting of scopes for higher risk and strategically important audit and advisory topics
  • undertake priority setting, work-flow monitoring and supervision of staff, from task assignment, on-the-job training, through to performance assessment and feedback
• contributing to, and assisting in, all phases of an audit or advisory product such as:
  • documentation of frameworks, systems and processes to identify key risk and control points
  • preparing work and discussion papers that support the analysis of a function or system for non-compliance and/or business improvements, and briefing clients on your findings and recommendations
  • drafting reports that are credible and reflect sound judgement and evidence gathering techniques
• providing professional or technical support and advice to line areas;
• contributing to the maintenance and enhancement of client relationships;
• leading and undertaking research and developing solutions to support the work of the Branch; and
• assisting with the administration of the Branch including assisting with the delivery of the Audit and Risk Committee secretariat function.

Eligibility

Candidates must be Australian citizens.

This is a security-designated position. Prior to engagement selected candidates will be required to obtain an Australian national security clearance at Negative Vetting Level 2. Ongoing employment with the department requires the successful candidates to maintain a security clearance. Loss of a security clearance at any time will lead to termination of employment.

An interview is a critical part of the security clearance process. The interview method (i.e. face-to-face or video conferencing) will be assessed on a case-by-case basis, taking into account advice from the Australian Government Department of Health and relevant state and territory governments.

Depending on the role into which you are placed, you may be required to obtain and maintain a Working with Vulnerable People/Children registration (or equivalent).

Qualifications
There are no mandatory qualifications for this role. However, relevant tertiary or other qualifications (such as Certified Internal Auditor, Certified Information Systems Auditor, Chartered Accountant, Certified Practicing Accountant, or certifications in project management, risk, security or governance), or the willingness to undertake further study in one or more of the following areas are considered highly desirable:
• management of enterprise risk, finance, fraud, property security, cyber, information technology and/or human resources, crisis management, governance, grants administration, legal compliance, policy implementation, program management, performance evaluation and measurement.
