CabarrusCounty seeks an experienced and analytical professionalwith extensive experience in local government, financial management, and organizational effectiveness to drive our organization's financial operations.The Finance Director must becollaborative, forward-thinking, innovative, anda problem-solver by nature. TheFinance Director should harmonize financial operations, develop effective financial strategies, guide efforts towards financial stability, monitor all financial activities, promote revenue growth, ensure compliance with accounting regulations, and maintain good relationships with internal and external stakeholders. General Definition of Work: The Finance Director is responsible for accounting, debt administration, cash management, payroll and investments. Work is performed under the supervision of a Deputy County Manager.The Finance Director leads the Finance Department. Finance Division The Finance Department is responsible for maintaining Cabarrus County's accounting and reporting system in accordance with generally accepted accounting principles. The department provides critical information for both financial and strategic planning at all levels of management.Finance records the receipt and disbursement of County funds, as set forth in the budget ordinance and North Carolina General Statutes. An integral part of the department's function involves managing cash to maximize investment income while still meeting the organization's cash flow needs. Responsible for all the financial transactions of the County including but not limited to cash management, payroll, accounts payable, financial reporting, banking, investing, and debt issuance. Foster strong working relationships with the Board of Commissioners, County leadership, the Chief Internal Auditor and other departments to understand organization needs and solve complex financial issues. Ensure compliance with NC General Statutes governing Local Government Finance. Identify, develop and implement best practices, process re-engineering, data analysis and the maximum use of technology. Manage Finance Department staff; prepare annual departmental budget; lead, hire, train, motivate, coach and evaluate staff; assign work; and maximize the use of new and innovative technology. Lead the development, implementation and administration of County policies, procedures and business processes. Oversee and co-prepares in-house preparation of the Comprehensive Annual Financial Report (CAFR). Oversee external auditors responsible for the completion of the county's annual audit. Responsible for all budgeting and annual reporting of County debt and capital projects. Coordinate debt issuance and administer the county's debt service program and reporting in coordination with bond attorney, County attorney, financial advisors, underwriters, Local Government Commission, Trustee, Rating Agencies and County Manager. Participates in the annual County budget process; project revenues; verify financial data; review estimates; calculate fund balance for appropriation. Establish and maintain the design and installation of the accounting control, records and filing systems. Assist personnel in implementation of accounting policies, system and programs. Engage service providers for auditing, banking, arbitrage calculations, cost allocation, underwriting, trustee services and other professional services. Review and pre-audit contracts, purchase orders, journal entries and wire transactions. Work closely with both School Districts and Community College for financial operational and capital needs. Attend Board of Commissioners, staff and professional meetings. Performs related tasks as required. Knowledge, Skills and Abilities: Comprehensive knowledge of the principles, methods and practices of governmental accounting, finance and budgeting; comprehensive knowledge of the laws, ordinances and regulations governing public and county government financial matters; thorough knowledge of modern office methods, practices and equipment; knowledge of effective supervisory practices; general knowledge of the organization and functions of County government; ability to prepare and maintain complex financial reports and records; ability to analyze and evaluate complex financial systems; ability to establish and maintain effective working relationships with County officials and associates; ability to express technical ideas effectively, both orally and in writing; ability to plan and supervise the work of subordinates; ability to organize workflow and coordinate activities; ability to maintain confidentiality; and to attend work regularly. Minimum Education / Experience requirements Required Education and Experience: Graduation from an accredited college or university with a degree in accounting or finance. Eight years of progressive leadership experience in governmental finance or organization-wide financial management, including three years of supervisory experience An equivalent combination of education and experience may be considered. Management (Preferred Education and Experience) Master's degree in Accounting, Finance, Public Administration or related field Five years of experience at the Deputy Finance Director/Deputy Chief Financial Officer level or higher. (strongly desirable) Certified Public Accountant (plus) Local Government Finance Officer Certifications (plus) Special Requirements: Requires possession of an appropriate driver's license valid in the state of North Carolina. Requires occasional evening work for board meetings. Certified Public Accountant and Local Government Finance Officer Certifications preferred. Physical Requirements: This is normally sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force constantly to move objects; some work may require the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and negligible amount of force constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
