Department Information Description of Job About the Colorado Department of Local Affairs The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax assessment/administration. While all state governments provide such services through various Departmental structures, Colorado's approach is unique in that these local community services are gathered into one Department of "Local Affairs" which has a central focus on strengthening Colorado communities and enhancing livability. POSITION SUMMARY: Under the mission of DOLA and the Division of the Office of the Executive Director, the Finance Director works in conjunction with the Deputy Executive Director in directing department-wide operations and developing strategic plans, mission, functions, and activities. The Finance Director coordinates efforts between divisions between DOLA and stakeholders, including the Office of State Planning Budgeting (OSPB) and Joint Budget Committee (JBC) staff, and implements department-wide initiatives and policies. The Finance Director solely oversees the budget preparation and execution and oversees accounting and financial management, purchasing/procurement and contracting risk assessment, and implementation. The Finance Director is a member of the department's leadership team and determines appropriate fiscal, operating, capital, and staffing resources needed in DOLA's administrative functions; approves departmental financial policy development; and is the DOLA representative to legislative authorities on budget and financial matters. Other duties include: Administration of Department's Legislative Budget Process Manage, formulate, and prepare the Department's Budget Request and Long-Range Financial Plan as part of the executive and legislative budget process, including budget requests, decision items, amendments, and supplemental requests. Establish budget policy and analysis for the Department and new budgeting strategies and policy-setting models as required-schedule timelines for divisions to complete necessary steps in conformance with executive and statutory deadlines. Review the Department budget schedules to ensure OSPB and JBC submissions are timely and responsive. Review the work performed by Department staff including budget narratives, fiscal notes, and budget schedules, to ensure divisions are complying with OSPB instructions. Ensures DOLA successfully navigates the legislative budget process. Guide development of the divisions' budgets and staffing plans for all divisions to assure consistency with policy direction provided by the Deputy Executive Director. Develop prioritization criteria for analyzing the Department's roster of budget initiatives, especially as relates to balancing the competing needs of DOLA's divisions. Assure that the Department is allocating its resources to the highest priority needs developed by the Executive leadership team. In consultation with DOLA's executive leadership team, develop strategies and over-arching philosophies that guide budget planning and implementation by the divisions. Perform budget and policy analysis, formulation and presentation, negotiate the resolution of budgetary policy issues and defend agency actions and positions to legislative staff and others. Work with Division leadership on agency pass backs and appeals during the annual budget cycle as well as work with the Deputy Executive Director and Executive Director on the submission of budget documents during the process. Responsible for preparing all budget documents and schedules necessary for budget submittal. Serve as Department expert and liaison to the State's Performance Budget (PB) system, which captures and tracks the State budget process from budget recommendation through the execution stage and feeds final approved budget amounts into the state's financial and accounting system. Management of line items and budget Responsible for the development, preparation, and submission of assigned centrally appropriated items in the Executive Director's Office ("common policy"), including all salary POTS allocations for Health, Life, & Dental; Short-Term Disability, Amortization Equalization Disbursement (AED), and Supplemental Amortization Equalization Disbursement (SAED), as well as salary survey and merit pay when necessary. Develops annual budget requests using historical cost data, guidelines, and direction from OSPB, DPA, and other state agencies. Must be able to respond to questions and maintain a complete working knowledge of the budget for these items. Works with OSPB and JBC to assure statewide policies affecting these items consider the specific needs of the Department. Works with the divisions and Accounting Section to monitor the use of these items throughout the year, recommend, and prepare supplemental budget requests and reallocations of funds among the Divisions to ensure adequate funds are made available to the Divisions for these purposes. Responsible for designing and maintaining system infrastructure and elements for DOLA, managing user access (determining the need and requesting from OSPB as needed), and ensuring proper use and information reported per State protocol. Work with and coach Division leadership, and OIT liaisons on Real-Time billing for all IT related projects. Financial Management Provides oversight for financial services for the Department. Provides agency direction for the Accounting and Financial Services (AFS) section and procurement and contracting to achieve departmental goals, ensure compliance with relevant federal and state laws and regulations, and internal policies in order to meet DOLA's goals and division needs while maintaining the integrity of system requirements. Provides leadership to encourage innovation and problem solving, to identify appropriate resources, and to streamline associated processes. Oversees the creation, enhancement, delivery, and evaluation of high-quality financial services and products to internal and external users. Develops short- and long-range work plans, goals, and objectives necessary to manage DOLA's financial services. Analyzes data, reports, and records to document branch activities and accomplishments. Serves as the Executive Director's primary signatory on contract and grant documents prepared by all divisions within DOLA as well as single purchase authorizations exceeding $4,999. Supervision Directs the program staff, activities, and fiscal resources necessary to achieve work unit, division, and department goals, plans, and objectives. Directly supervises 2.0 FTE: Contracts/Procurement Manager and Controller and indirectly supervise ten additional FTE (Accountants and Accounting Technicians) under the Controller's direct supervision. The position develops performance expectations, conducts performance evaluations for its direct reports, and is the review of performance plans/evaluations for the indirect reports. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications: A successful candidate will possess a bachelor's degree from an accredited institution in accounting, finance, auditing, business administration, or closely related field AND five (5) years of professional experience in state budget analysis, budget development and implementation, public sector management or administration (including budget formulation, execution, and analysis). At least (2) two years' experience must have included supervising professional-level staff. Please document the required experience in your application to be considered for employment. Substitutions: High-level professional experience in budget analysis, budget development, and implementation, in public sector management or administration, which included budget formulation, execution, and analysis,which provided the same kind, amount, and level of knowledge acquired in the required education may be substituted on a year-for-year basis for the required degree. Additional appropriate education will substitute for the required experience on a year-for-year basis. Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two years of the required experience. Preferred Qualifications: State budget and fiscal experience Experience with federal grants. Experience analyzing, interpreting, and developing fiscal policy. Five to seven years of knowledge and experience in Colorado's State legislative process and long bill appropriation.
