This role is responsible for the prudential management of Citibank UK Limited ("CUKL"). In performing this function, the individual must ensure that the entity under his or her purview adheres to local regulatory liquidity, interest rate risk, funds transfer pricing ("FTP") and global internal Citi liquidity policy requirements.
Additionally, the candidate must maintain robust balance sheet controls to ensure solvency and efficient usage of balance sheet resources.
Job Background/context:
This role ensures the effective management of balance sheet resources within Citibank UK Limited. Additionally, the role is accountable for ensuring the entity has robust liquidity and capital management practices, consistent with global policy and local regulatory requirements. The position sits within the EMEA Citi Treasury and is based in London.
The role requires a substantial amount of senior stakeholder, Board and regulator engagement.
Key Responsibilities:
  • Treasury Management
  • Manage funding, interest rate risk, funds transfer pricing, capital, and liquidity for Citibank UK Limited
  • Participate in the UK ALCO and present on CUKL's balance sheet, interest rate risk, FTP and liquidity metrics
  • Responsible for review of daily, monthly and quarterly liquidity metrics both internal (RLAP and S2) and regulatory (LCR, ALMM, PRA110, NSFR and AE)
  • Work with GCB and ICG business and act as primary advisor for associated liquidity impact
  • Ensure the optimization of current and future balance sheet usage across businesses, while maintaining prudent structural liquidity, appropriate market risk positions and an adequate quality and quantity of capital
  • Maintain strong control environment and compliance with both internal and regulatory requirements through daily monitoring of liquidity, as well as the development and implementation of funds transfer pricing policies
  • Lead the Treasury aspects of Recovery and Resolution planning and Bank Levy
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications
Knowledge/Experience:
  • English language at proficient level both written and oral. Other languages are a plus.
  • Prior Treasury and/or Finance function experience required. A broad distribution of prior Treasury experiences is preferred.
  • Understanding of Citi legal entity structure, systems and businesses.
  • Experience operating at a senior level with a deep and robust history of meaningful engagements with senior leaders and regulators.
Skills:
  • Strong and proven analytical skills.
  • Excellent oral and written communication skills.
  • Ability to handle tight deadlines and multi-task; ability to work under pressure and to prioritise and guide the team on a diverse set of objectives
  • Control focused with the ability and desire to see the "bigger picture", prioritise, put things into perspective and have the ability to draw conclusions and make decisions based on complex issues.
  • Must be able to understand complex financial concepts and distil into clear, concise and simplified concepts.
Qualifications:
  • University degree in Finance, Economics, or Accounting. Post graduate degree in a similar discipline preferred.
  • Prior Treasury functional experience required.
  • Experience with understanding and preparing analytics for a senior audience.
  • Experience with effectively analyzing Actual and Forecast results with a comprehensive knowledge of Transfer Pricing and other Intercompany items
  • Knowledge of FTP and key Interest Rate Risk metrics (IRE, EVS)
