The Auditor-General's Office (AGO) is an independent organ of state and the national auditor. Our mission is to audit and report to the President and Parliament on the proper accounting and use of public resources to enhance public accountability. AGO conducts various audits and our observations include system weaknesses, non-compliance with control procedures or legislation, and instances of excess, extravagance, or gross inefficiency leading to waste in the use of public funds and resources. Job Purpose

The Audit Director (AUD) leads and supervises specialised Information Technology (IT) audit projects in support of the audit of the Government Financial Statements (GFS), FS audits of public sector entities such as MAS, IRAS and ACRA; and selective audits and thematic audits of government and public sector entities.

Job Responsibilities
  • Lead the IT Audit Department (ITAD) to plan and execute IT audits on ICT systems and processes of the Government and public sector entities so as to assess and report on the adequacy and effectiveness of ICT controls in ICT systems and processes.
  • Keep abreast of changes in the government ICT environment (e.g. changes in the Government Instruction Manual on IT Management, use of cloud computing, greater automation of processes, block chain technology etc.) so that jobholder can recommend to senior management appropriate IT audit strategies and focal areas necessary to provide assurance on ICT controls covered in AGO's audits.
  • In the execution of IT audits, guide the IT audit teams, evaluate ICT controls, provide conclusions on IT audits and ensure proper documentation of work done.
  • Draft audit reports to clearly communicate audit observations, audit concerns and recommendations to address any lapses.
  • Provide technical consultation and training to financial auditors.
  • Develop the technical competencies of auditors in the IT audit teams, drive the use of CAATs and new technology to enhance IT audit teams' productivity and efficiency.
  • While ITAD is the specialist IT department, the jobholder will also take the lead in upskilling generic IT audit competences across the whole of AGO such as in the conduct of IT application control audits.
  • Other duties and responsibilities as assigned by senior management.

Job Requirements
  • Singapore Citizen
  • Degree in Computer Science, Computer Engineering, Information Systems studies or equivalent
  • At least 15 years of experience in IT auditing, of which at least 5 years' experience is in leading and managing audit teams
  • Possess working knowledge of Operating Systems, Databases, Network or Application development
  • Possess knowledge in the principles of IT governance, risks and controls
  • Possesses strong leadership, analytical, communication and interpersonal skills
  • Possess CISA certification or equivalent certifications
