About the Community Safety Building Authority

The Community Safety Building Authority (CSBA) within the Department of Justice and Community Safety (DJCS) has been established to design, procure, build and upgrade the infrastructure needed to keep communities safe.

The CSBA provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure CSBA modernises, expands and upgrades existing facilities.

The CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors that support the development, procurement and delivery oversight of major capital projects. The CSBA team includes specialists in community safety infrastructure, project management, engineering, cost management, commercial management, planning and design.

The CSBA has three business units - the Office of the Chief Executive Officer (CEO), Major Projects and Program Delivery.

Within Program Delivery exists the Emergency Services Infrastructure Authority (ESIA), which manage and deliver critical emergency services infrastructure projects. ESIA works collaboratively with the Victoria State Emergency Service (VICSES), Life Saving Victoria (LSV) and the Marine Search and Rescue (MSAR) sector to ensure building and infrastructure projects are delivered on time and within budget.

ESIA will work with local clubs, units, councils and other key stakeholders to oversee these projects, ensuring volunteers have access to modern, fit-for-purpose facilities. ESIA has a program of work, geographically spread across the state, initially on the delivery of new VICSES Units, as well as working with local lifesaving and surf lifesaving clubs, Councils and Life Saving Victoria to deliver new clubhouses, along with the delivery of new vessels for MSAR volunteers.

About the Role

This Business Analyst role will contribute to a significant and high-profile infrastructure program being led by ESIA and delivered in collaboration with a range of program partners and stakeholders.

The role will be responsible for producing a variety of critical project and program inputs, including the management, planning, identification, documentation, review and analysis of business processes and business requirements across the full project lifecycle. The role may also involve developing specifications, defining service levels and key performance criteria for use in procurement processes and vendor/volunteer management.

This role requires a responsive and flexible approach to managing deliverables to deadlines, as well as high capability in managing diverse stakeholders with sometimes competing priorities and requirements.

About you

As our ideal candidate, you will have:
  • Demonstrated knowledge and experience in the planning, identification, documentation, review and analysis of business processes and business requirements.
  • Demonstrated knowledge and experience in the planning and execution of acceptance tests on complex projects.
  • Demonstrated knowledge and experience in working on complex projects through the full lifecycle.
