The key duties of the position include:
The Audit and Assurance Branch, within the Corporate Group, provides essential support to protect the integrity of the department's operations. The Branch oversees and manages the department's fraud control, compliance, complaints and audit functions.
About the Section
The Internal Audit and Complaints section oversee two key functions:
• The Internal Audit team supports the Head of Internal Audit to provide the Secretary and Audit and Assurance Committee with advice on whether the department is operating efficiently, effectively and ethically and in compliance with relevant laws, regulations, orders and instructions. The department undertakes its audits through an outsourced delivery model, with audits conducted by contracted providers and managed according to the department's Internal Audit Work Program.
• The Complaints team are responsible for managing the department's complaints enquiry service and department switchboard in accordance with best practice and the department's complaints policy and procedures. This team liaises with high profile program teams in ensuring complaints are reported and managed in a timely manner.

The role requires a leader with good judgment, strong organisational skills and risk literacy, enabling them to manage diverse teams and projects as part of delivering the department's internal audit and complaints handling functions. Strong communication, objective evidence-based decision making and balancing competing priorities are key to success in this position. The role requires a leader that can promote collaboration and drive across their teams and stakeholders, while possessing the tact and emotional intelligence to negotiate points of conflict and opposing views.
Position Description:
The Director is responsible for:
• Overseeing the development and delivery of the Internal Audit Work Program, including:
- budget and expenditure
- internal audit and ANAO recommendation tracking and oversight of closure
- oversight of service provider performance and quality
- liaison with key DSS audit stakeholders in the delivery of audits and insights from ANAO performance audits
- providing quality assurance in draft and final audit reports.
• coordinating the preparation of strategic advice and briefings to support the department's Audit and Assurance Committee
• operating in a collaborative, efficient, supportive and planned work environment, and ensuring internal audit activities represent best practice for the needs of the organisation
• representing the department to build and maintain relationships with the Australian National Audit Office and the Office of the Commonwealth Ombudsman
• providing internal audit or complaints handling information and advice to employees, management, executive, committees.
• Facilitating and maintaining an effective departmental approach to managing complaints, including:
- the effective management of complex complaints in accordance with the complaints management framework
- working with key program areas and assurance teams on the management and reporting of systemic themes and issues identified through complaints.
Demonstrated experience in:
• managing high performing teams in the delivery of a program of work
• internal control frameworks in a risk, audit or project management context highly desirable
• working with key stakeholders, including building strong relationships and influencing skills, to achieve business outcomes
• applying their knowledge of the programs and services administered by the department, as well as other relevant agencies at different levels of government.
Eligibility
Qualifications:
• qualifications in the risk, audit, finance or project management space will be highly regarded.
A merit pool of suitable applicants may be created and be used to fill future vacancies should they become available over the next 12 months.
To be eligible for employment with Department of Social Services (the department), you must be an Australian citizen. An applicant's suitability for employment with the Department will be assessed through a pre-employment screening process. This will include an identity and criminal history background check.
The suitable applicant must also obtain and maintain a security clearance conducted by the Australian Government Security Vetting Agency (AGSVA).
Applicants also must be able to establish their background as checkable to be considered eligible for a security clearance. Any gaps or periods of time spent overseas for 12 or more months (cumulative) that cannot be verified by an Australian referee is deemed uncheckable, rendering the applicant ineligible for a security clearance. Background history must cover 5 / 10 years (Baseline / Negative Vet 1 or Negative Vet 2) of employment, education, residential, criminal history and anything else specified by the AGSVA. The suitable applicant must be willing to disclose all relevant and required information to fulfil this process.
