The key duties of the position include:
The Australian Signals Directorate is seeking to fill a number of ASD 6 ICT Business Analyst and ICT Project Manager vacancies within the Enterprise Technology Division (ETD). ETD is responsible for ASD's ICT Business Change, Service Delivery and Support functions.
ASD 6 ICT Business Analyst
As an ASD 6 ICT Business Analyst, you will be accountable under broad direction to perform and achieve complex ICT business analysis work within an integrated workforce. You will have knowledge of and comply with legislative frameworks, government decision-making and the Australian Signals Directorate's mission needs and policies. Specifically you will:
• work independently with reasonable autonomy and accountability to achieve outcomes. You will exercise both initiative and judgement in the interpretation of policy and in the application of practices and procedures;
• provide detailed technical, professional and policy advice in relation to complex work and contribute to strategic planning, program and project management and policy development;
• lead or coach a team and be accountable to set work priorities and manage workflows. You are expected to be capable of building team capability through coaching, feedback and developing the quality of work undertaken by others within a team. You will exercise people and financial responsibilities to achieve team outcomes;
• analyse stakeholder objectives and identify business needs, problems and opportunities. You will work collaboratively with stakeholders and subject matter experts to gain commitment to business objectives;
• develop plans at the correct level of detail to meet assigned objectives and realise business improvements;
As an ASD 6 ICT Business Analyst, you will undertake a considerable level of stakeholder engagement, often involving complex issues. You will be required to identify, anticipate and respond to stakeholders' needs and expectations to achieve outcomes for both your team and the Australian Signals Directorate.
Tertiary qualifications or industry accreditation are highly desirable.
ASD 6 ICT Project Manager
As an ASD 6 ICT Project Manager you will be accountable under broad direction to perform and achieve complex project management work within an integrated workforce. You will have knowledge of and comply with legislative frameworks, government decision-making and the Australian Signals Directorate's mission needs and policies. Specifically you will:
• work independently with reasonable autonomy and accountability for the achievement of outcomes. You will exercise both initiative and judgement in the interpretation of policy and in the application of practices and procedures;
• provide detailed technical, professional and policy advice in relation to complex work and contribute to strategic planning, program and project management and policy development;
• lead or coach a team and be accountable to set work priorities and manage workflows. You may exercise the associated people and financial responsibilities to achieve team outcomes;
• use experience to apply project management methodology, techniques and templates as appropriate. You will be accountable for ensuring that ICT project plans and associated documents are prepared and maintained, and for providing regular and accurate reports to stakeholders;
• manage the change control procedures and track project deliverables against planned cost, budgets, timescale and resources;
As an ASD 6 ICT Project Manager you will undertake a considerable level of stakeholder engagement, often involving complex issues. You will be accountable to contribute towards ongoing self-improvement and professional development. You will be required to identify, anticipate and respond to stakeholders' needs and expectations to achieve outcomes for both your team and the Australian Signals Directorate.
Desirable skill sets: Project Management Certification such as Prince 2 or experience working on a major project.

An Organisational Assessment is a mandatory requirement for work in ASD.
Organisational assessments are conducted to determine suitability to work in a high security environment and/or to hold a Positive Vetting (PV) security clearance. You must obtain and maintain a PV security clearance to work in ASD.
The assessment is administered in a manner which ensures informed consent, fair dealing with all applicants and employees, and the greatest possible degree of privacy and transparency of process.
